- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with American National Standards Institute National (ANSI), 25 West 43rd Street New York, NY 10036, under the authority of FAR 13.106-1(b)(1), soliciting from a single source. The ANSI Biofuels Standards Panel (BSP) is a cross-sector coordinating body whose objective is to facilitate the timely development, promulgation and use of voluntary consensus codes, standards and guidelines that will equip and assist the private sector and government in increasing the availability and use of biofuels as a component of the overall energy supply. ANSI, a federation of stakeholders (government, industry, standards developers, consumers) in the U.S. standards panels as needed to address national priorities. NIST membership in the Biofuels Standards Panel supports the NIST mission. A purchase order will be issued for a period of one year. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
