Description
The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Gerry E. Studds Stellwagen Bank National Marine Sanctuary in Scituate, MA has a requirement for vessel operations support services. The main objectives are to assist in supporting the Marine Operations Program and ensuring the safe operation of the assigned vessel, the safety and well being of the crew and passengers and the safe and timely execution of the assigned mission. The position will involve up to about 1200 hours of piloting, maintenance, and upkeep of vessels per calendar year, on an as needed basis while serving as either the Master (operator-in-charge) while operating an assigned vessel, a Mate in support of the operator-in-charge or a Mechanic. The position also includes tasks such as (1) assisting with maintaining a marine operations budget and financial ledger of expenditures and obligations for all vessels and marine facilities, and participate, as needed, in the planning and submission of annual budget requests, (2) assisting in locating and coordinating a variety of logistical arrangements including fuel, pier space, delivery of repair parts, galley stores, and supplies in harbors around Massachusetts Bay, (3) assisting in ensuring that all vessels are properly docked or moored, and are left ready for immediate operation in the event of an emergency, and in preparation for the next mission to include maintaining the vessels in a clean and orderly manner including freshwater wash downs after every mission and (4) assisting with the securing and monitoring of the vessels and marine facilities in preparation for, and during storm events. It is NOAA's intent to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items and FAR part 13, Simplified Acquisition Procedures. This procurement is being issued as a 100% Small Business set-aside in accordance with FAR 52.219-6. The applicable NAICS is 483114 with a small business size standard of 500 employees. The Request for Quotation (RFQ) will be issued on or about July 2, 2007 with responses due on or about July 16, 2007. The RFQ will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.eps.gov. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPS for the release of the RFQ and all subsequent amendments. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR), www.ccr.gov, and obtain and provide on the offer a DUNS number by calling 1-800-333-0505.
