Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) on behalf of the Climate Research & Applications Division intend to negotiate on a non-competitive basis with the University of Maryland Baltimore County. This acquisition for Other Than Full and Open Competition is pursuant to the authority permitted under Federal Acquisition Regulations Subpart 6.302-1, (1) Citations: 10 U.S.C. 2304(c (1) or 41 U.S.C. 253(c), Only one responsible source. In support of GOES-R AWG, work is being planned to develop data utilization tools so that data can be immediately used when GOES-R is launched. This task requires the contractor to develop a system, similar to IDEA (Infusing Satellite Data into Environmental Applications), that can infuse GOES-R Aerosol Optical Depths (AODs) at 5-minute refresh rate and provide air quality forecasts. This task will involve porting IDEA software, running at University of Wisconsin, to NOAA/NESDIS computers and adapting it to use geostationary satellite data. The task will require a research scientist, to be physically located at NOAA/NESDIS/SMCD with experience in remote sensing and knowledge of air quality issues. Experience in meteorological modeling, FORTRAN, IDL, and UNIX operating system is also essential. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above. A determination by the agency not to open competition is solely within the discretion of the agency. A written affirmative response must be received no later than fifteen (15) days after the publication of this synopsis. Note 22 applies.
