- Description
- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) on behalf of the NESDIS Office of Research and Applications (ORA) intend to negotiate on a non-competitive basis with the University Of Maryland Baltimore County (UMBC). The requirement is for a Firm Fixed Price term consisting of a 15-month period beginning date of award, prepared in accordance with FAR Part 13, Simplified Acquisition Procedures. UMBC will continue the development of a 3-dimensional air quality system and the enhancement of the aerosol remote sensing algorithm. This task involves transitioning and enhancing Infusing Satellite Data into Environmental Applications (IDEA) to NESDIS/STAR computers for real time applications. This acquisition for Other Than Full and Open Competition is pursuant to the authority permitted under Federal Acquisition Regulations Subpart 6.302-1, (1) Citations: 10 U.S.C. 2304(c (1) or 41 U.S.C. 253(c), Only one responsible source. The algorithm development in performing this task requires contractor to: Adapt current IDEA algorithm based on MODIS AOD, EPA, PM2.5 measurements and a trajectory model to run on NOAA/NESDIS computers; Develop algorithms to improve GOES operational AOD product into IDEA; Test continuity between MODIS and GOES AOD input on the stability of the IDEA analysis; Modify the IDEA algorithm to incorporate the future GOES-R AOD data on a 30 minute basis; and Modify IDEA to incorporate GOES-R ABI proxy AOD data, and simulate 5-minute GOES updates to test the impact of this additional computational load on throughput and storage. The tasks fall under ORA/SMCD Sensor Physics Branch?s air quality program. The task requires a research scientist to be physically located at NOAA/NESDIS/SMCD, with experience in remote sensing and knowledge of air quality issues. Experience in meteorological modeling, FORTRAN, IDL, and UNIX operating system is essential. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above. A determination by the agency not to open competition is solely within the discretion of the agency. A written affirmative response must be received no later than fifteen (15) days after the publication of this synopsis. Note 22 applies.
