- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS) on a sole source basis with Pacific Identifications Inc in accordance with the authority of 41 U. S. C. 253 (c)(1) Only One Responsible Source, for 1.) Identification of fish remains (bone, teeth, cartilaginous elements and otoliths) extracted from Steller sea lion and northern fur seal feces and regurgitations using reference collection specimens. Fish remains will be identified to the species level when possible. 2.) Estimation of the minimum number of individuals of each prey species using both bones and otoliths. 3.) Identification and labeling of specific bone elements for prey size analysis. 4. Data entry using a specified spreadsheet format. Pacific Identifications Inc have particular expertise in a broad range of fish species from the North Pacific Ocean. The National Marine Mammal Laboratory has used Pacific Identifications for the past 14 years to analyze Steller sea lion and northern fur seal food habits samples for their long term databases. All other research entities currently working on Steller sea lion and northern fur seal food habits data use Pacific Identifications for prey identification. Pacific Identifications has extensive knowledge of our project and database format. Consistent methodology is essential for comparing current data with prior food habits data and data collected by other agencies. If other individuals were contracted at this time and different methodologies were employed, the utility of our long term database would be compromised. The known source is Pacific Identifications,Inc. This is not a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to Pacific Identifications,Inc without further notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. All responses must be in writing and may be faxed to (206) 527-7166 attention to Melvin Fondue. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
