- The Department of Energy (DOE) is issuing this Request for Information (RFI) to obtain comments from potential vendors of facilities or services (e.g., railroad owners, designers, construction contractors, railroad maintainers and railroad operators) related to the design, construction and operation of a railroad in Nevada to facilitate shipping spent nuclear fuel (SNF) and high-level radioactive waste (HLW) to a geologic repository at Yucca Mountain, Nevada. Because the existing rail network does not connect directly to Yucca Mountain, a new rail line to Yucca Mountain from one of the existing main rail lines in Nevada needs to be built. Industry standards would be used for designing, constructing, and putting into operation a railroad connecting the national rail system to Yucca Mountain. Figure 1 shows the existing lines and possible corridors for a new rail line. On April 8, 2004 (69 FR 18565) DOE issued a Notice of Intent to prepare an Environmental Impact Statement for the Alignment, Construction, and Operation of a Rail Line to a Geologic Repository at Yucca Mountain, Nye County, NV (Rail Alignment EIS). The proposed action was to determine a rail alignment and construct and operate a rail line to Yucca Mountain from a site near Caliente, Nevada. On October 13, 2006 (71 FR 60484) DOE issued an Amended Notice of Intent to expand the scope of the Rail Alignment EIS to also analyze a newly proposed Mina corridor. With this notice, the DOE is seeking comments from potential vendors concerning the appropriate strategy for a competitive procurement that supports the objectives of the high-level waste management program and is attractive to potential offerors. Your comments will help DOE refine the procurement strategy and will provide a basis for the discussions with potential vendors in the initial stage of the process.
