- The Office of the Principal Legal Advisor (OPLA) serves as the Immigration and Customs Enforcement (ICE) legal advisor and represents the Department of Homeland Security (DHS) and ICE before various courts, boards, and tribunals. OPLA is an integral part of ICE's operations with respect to both its immigration services and its enforcement components. OPLA has determined that its operational success depends, in part, on expansion of its current document management capabilities. The federal courts and immigration courts are both rapidly moving into paperless environments. OPLA needs to do the same in order to function in these environments. OPLA requires an expanded capability to manage its enormous document repository by leveraging existing technology and expanding the document management capabilities of the its General Counsel Electronic Management System [GEMS] case load application. A key management tool within the existing application is Interwoven iManage WorkSiteNT. ICE intends to acquire an Interwoven iManage WorkSite NT Enterprise License for an additional 14,950 users.
