- Description
- The Transportation Security Administration (TSA), Office of Acquisition, on behalf of the Chief Administrative Office, Occupational Safety, Health and Environment, intends to negotiate on a sole source basis under the authority of TSA's Acquisition Management System, Section 3.2.2.4, Single Source Selection, with the Onyx Group of Alexandria (Onyx), a modification to the competitively awarded contract HSTS03-04-F-CAO028. The modification is for system upgrades to the Safety Information System (SIS), to be delivered by January 2008, that were not included in the original scope of the contract. SIS is a COTS-based system that has been customized by Onyx to meet TSA's and OSHA's record-keeping requirements. Concurrently, TSA intends to negotiate a single source contract to Onyx to develop and implement a workers' compensation case management module to supplement the existing SIS, incorporate TSA Federal Air Marshal Service (FAMS) injury illness data, and host and maintain the overall SIS under the previous contract from February through August 2008. Given the state of current development of the SIS, Onyx is the only responsible source capable of providing the necessary enhancements to the SIS required at this time. This notice of intent is not a request for competitive quotations, as no solicitation package will be issued. However, any firm that believes it can meet these requirements within the prescribed time frames may give notification via e-mail to the Contract Specialist no later than July 2, 2007. A determination not to compete the proposed acquisition, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responses are received, TSA will proceed with a sole-source negotiation with Onyx.
