Description
The U.S. Department of State (DOS) is seeking firms capable of providing passport related production, operational, and systems support services. The contract is to run for a base year, with the possibility of four (4) one-year options. A Time-and-Materials, Performance Based Indefinite Delivery Indefinite Quantity (IDIQ) type contract with Cost-plus fixed fee line items for materials and/or supplies purchase functions is anticipated. The mission of the Passport Services Directorate of the Bureau of Consular Affairs (CA/PPT) is to examine, adjudicate, and process passport applications; issue passports to those determined to be citizens or nationals of the United States and are otherwise qualified; and amend, extend, and validate passports in accordance with Title 22 of the Code of Federal Regulations (CFR). Passport applications are projected to exceed 17 million in FY 2007 and demand is projected to continue to increase as additional requirements under the Western Hemisphere Travel Initiative take affect. For four passport centers, 14 passport agencies, and headquarters support offices, CA/PPT is seeking the following: production, operational, and systems support; management of critical supplies (any supplies related to the production of a passport or any future accepted travel documents); upgrade/installation of miscellaneous hardware and software; hardware maintenance and repair of critical equipment; architectural design support for facilities management; training support for computer hardware and software upgrades or replacement, and passport records management support. The possibility exists that additional sites may be added in the future, which would also require production, operational, systems, and all other support. This effort is for the re-competition of an existing contract. All personnel working under awarded contract must be capable of obtaining a clearances at the level of SECRET and or TOP SECRET as required by the government from the Defense Security Service (DSS) or DOS Bureau of Diplomatic Security. In addition, a facility clearance will be required. It is anticipated that the majority of staff will require a Moderate Risk Public Trust clearance. Site locations where work is anticipated to be performed include, but are not limited to, the following: Aurora, CO Houston, TX Philadelphia, PA Boston, MA Los Angeles, CA San Francisco, CA Charleston, SC Miami, FL Seattle, WA Chicago, IL New Orleans, LA Washington, DC Norwalk, CT Portsmouth, NH Hot Springs, AR Honolulu, HI New York, NY Award will be made on the basis of full and open competition considering all offerors submitted by responsible business concerns with small business subcontracting opportunities. The government plans to issue the solicitation on or about July 19, 2007 via FEDBIZOPPS channels. All offerors must be registered in the Central Contractor Registry to be eligible for award.
