Description
VA Medical Center, Spokane, WA is advertising for Architect/Engineering (A/E) Services. The selected A/E Firm shall provide professional architect/engineering services for completion of the following: Design a one story 9000-10,000 sq.ft building with a full basement, attached by hallway to existing bldg 27. Also design shall include the renovation of up to 3400 sq.ft internal space to accommodate clinical needs associated with the new construction moves. Increase current waiting area in building 27 for primary care. The bid document must contain 20% in deductibles. A. Assess Utilities Capacity to support the new bldg. Provide report and proposals to upgrade the utilities (i.e. chiller) if needed along with alternatives as well as providing cost estimate. B. Assess underground utilities that may have to be moved and provide report and proposals for the new route and cost estimate C. Analyze means of connecting and merging with bldg 27 and provide report and proposal. The proposal should involve not only reducing the current primary care waiting area but actually increasing it. Elevation issues should be analyzed and a report provided on findings and recommendations. This report should include cost. D. Provide a report and cost estimate on plan to build to support a future 2nd story for this new building. E. Analyze and report on approach to build a new IV clean room or relocating the existing one meeting USP 797 requirements. This effort shall be coordinated with an architect and/or consultant that are specialist in this field (VA has a list). F. Analyze and provide footprint for new building to support 9000-10,000sf. Determine impact if any on roadway and provide initial changes and cost estimate. G. Review energy efficiency issues and provide report on range of options and impacts. This building shall meet Washington State and Federal Government Energy Code. Utilize Energy efficient equipments and systems. H. Explore feasibility and cost of including a drive through pharmacy window. I. Develop and review plan to meet the 20% deductible requirement J. Design new space to house pharmacy and clinical functions (offices, reception, waiting area, counters, patients receiving prescription window with privacy windows and dividers, IV Clean Room, Robotic unit, basement, mechanical and HVAC unit located in the basement, NO return air plenum design, having return air duct, security system (motion detectors), Key pad for doors, (Boise site pharmacy is an ideal design for reference). K. Design existing space to be renovated within bldg 1. L. Evaluate Phasing and coordination of construction impacts upon the Medical center operations. Provide report. M. Asbestos abatement as required. VA will contract abatement and associated monitoring, etc., separate from construction contract. N. The new building exterior shall match the existing buildings exterior type, style, configuration and color. O. Provide Part II (Construction Period) and Part III (Site Visits) Services in accordance with the contract. P. After the completion of the construction, the A/E shall compile and submit "as built" project drawings accurately reflecting the completed construction. Submit 1 hard copy of completed "as-builts" and all other drawing and related CAD and specification files in AutoCad 2004 format or newer on CD-ROM disk. NOTE: This is a request for SF 330 Parts I and II only. Any requests for solicitation will not receive a response. To be considered for selection, interested, eligible firms shall submit three (3) copies of their SF 330 Parts I and II no later than August 13, 2007 by 3:00PM local time and shall be addressed to: VA MEDICAL CENTER ATTN: BRIAN THOMAS (90C) 4815 N ASSEMBLY ST SPOKANE WA 99205 The North American Industry Classification System (NAICS) Codes are 541310. The Small Business size standard is $4,500,000.00 in annual gross revenues averaged over the past three years. A/E Firm submitting SF330 must be within 50 miles of the VAMC Spokane, WA. The A/E selection criteria shall include the following elements (a) through (m) (not necessarily listed in order of importance or merit): a) Background Of The Personnel: 1) Project Manager 2) Other Key Personnel 3) Consultants b) Team Organization: 1) Design Phase 2) Construction Phase c) Previous Experience Related To Medical Buildings: d) Location And Facilities Of Working Offices (50 Miles) 1) Prime firm 2) Consultants e) Proposed Design Approach For This Project: 1) Design Philosophy/method of implementing 2) Anticipated problems and potential solutions f) Project Control: 1) Techniques planned to control the schedule and costs 2) List personnel responsible for schedule and costs control g) Provide Ten most recently bid projects (compared to estimate) h) Describe your experience and capabilities in the following areas: Value engineering; Life Cycle Analysis; Critical path method; Fast-track-construction; Energy conservation; New energy resources; Environmental assessment; Specialized experience; Computer aided design, drafting, and other computer applications; i) Describe awards received j) Describe circumstances and outcomes of any litigation you have been involved in over the last five (5) years k) Indicate type and amount of liability insurance you carry. A/E firms having an SF 330 on file with the VA are still required to submit a current SF 330. THIS IS NOT A REQUEST FOR PROPOSAL. No material will be issued and NO SOLICITATION PACKAGE OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED.
