- PUBLIC ANNOUNCEMENT OF PUBLIC-PRIVATE COMPETITION IN FEDBIZOPPS D-OMB Circular A-76: Department of Defense Public-Private Competition of the Central Heat Plant performed by the Department of the Air Force, located at Malmstrom AFB, Montana. Description: THIS IS NOT A SOLICITATION NOTICE. In accordance with Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, this notice represents the formal public announcement and official start date of a public-private competition of the Central Heat Plant performed at Malmstrom AFB, Montana. The incumbent service provider affected by this public-private competition is approximately 19 DoD government personnel positions {(16 DoD civilians and 0 military), and (3 Waste Services DoD contractors)}. A standard competition will be conducted in accordance with the revised circular. The solicitation will be issued at a later date. Prospective private sector and public reimbursable service providers are encouraged to respond to the solicitation. The Department of Defense Competitive Sourcing Official is Mr. Philip W. Grone, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official for Air Force is Lieutenant General Roger A. Brady, Deputy Chief of Staff, Personnel. The date of this public announcement is the official start date for this public-private competition and the projected end date of the competition is 23 Dec 08. The performance period of this acquisition is set at a one (1) year basic period with nine (9) one (1) year options. The contracting officer is Ms. Carolyn Lippert Wood and the agency tender official is Mr. Jerry M. Kain, 341 SW/XP.
