Description

This is a combined synopsis/solicitation for commercial items for a Firm Fixed Price contract prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. Solicitation number W9124C-07-T-0038 is hereby issued as a Request for Quote. The Department of Army has the followi ng requirements. This requirement is being advertised as a small business set-aside under NAICS code 532111. All responsible sources may submit an offer, which shall be considered by this Agency. The following clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52-212-2 Evaluation Commercial Items, FAR 52.212-3 Offeror Representations and Certifications - Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 (Dev) Co ntract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (JUN 2006) (Deviation) and DFARS 252.212-7001 Contract Terms, Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions o f Commercial Items (JUL 2006) (Deviation). In addition, the following FAR clauses are applicable to this acquisition: 52.208-4 Vehicle Lease Payments, 52.208-5 Condition of Leased Vehicles and 52.208-6 Marking of Leased Vehicles, 52.228-8 Liability a nd Insurance-Leased Motor Vehicles 52.208-7 Tagging of Leased Vehicles, 52.217-5 Evaluation of Options, 52.217-8 Option to Extend Services and 52.217-9 Option to Extend the Term of the Contract. It is the governments intent to have the vendor pro vide the necessary state tags for all vehicles. Quotes are due in this office no later than Friday, July 13, 2007, at two-oclock (2:00) p.m. Eastern Standard Time. They can be emailed to sherrill.king@jackson.army.mil or facsimile to 803-751-5429 or 5234 . Point of Contact referencing this solicitation is Sherrill King at 803-751-5647. Offers will be evaluated using the evaluation criteria outlined in FAR 13. The award will be made to the vendor whose proposal is most advantageous to the Government. The ev aluated non-cost factors for this acquisition shall be Past Performance. The Government will evaluate the extent and quality of the offerors experience performing comparable services. The vendor shall provide at a minimum three (3) references which shal l include a brief description, date of award, award amount and a point of contact with a telephone number and an email address. Each vendor will receive an acceptable/non acceptable pass performance rating. All vendors which receive an acceptable past p erformance rating will be considered for award. Upon completion of past performance evaluation, price will become the determining factor. All vehicles will be rented not purchased. Vendors shall provide a firm fixed price quote for (CLIN 0001) Two (2) n ew 15 passenger vans, (CLIN 0002) One (1) new 7 passenger van, and (CLIN 0003) One(1) new standard size cargo van. Each van at a minimum shall have the following features: cloth seats, air conditioning with front and rear control, power windows and locks , air bags (front and side for the passenger van and front only for the cargo van), power steering and brakes, automatic transmission, AM/FM radio, and collision and liability insurance coverage. Prices should be quoted for a One (1) year base and four (4) one (1) year option periods for all three CLINS. It is the governments intent to rent each vehicle on a month to month base and at anytime; for any reason, the government may return one or more of the vehicles to the offeror without out penalty to t he government. The government will provide the offeror with 30 days notice prior to returning any vehicle unless a shorter time is agreed to by the offeror and the government. Any car rental restrictions shall be stated with quote. Any restriction(s) which prevents the offeror from meeting the governments minimum needs will be deemed unacceptable and therfore will not be considered for award. Please provide Dun and Bradstreet number, tax identification number and CAGE code; vendor s Offeror Representations and Certifications shall be completed in ORCA at https://orca.bpn.gov/ prior to submission of quote. CCR must be completed prior to submission of quote.
