- The Joint Contracting Command ? Iraq, Theater-wide Requirements, Commodities Branch, is seeking sources for Engineering support in Iraq. Information from contractors interested and not interested in this requirement is requested. Please refer to the below SOW for Engineering Support. Specifically, contractors are requested to answer the following: 1. Is your company interested in this requirement? 2. If your company is interested in this requirement, what changes to the SOW, would you suggest to make this requirement easier to understand? 3. What are challenges or difficulties that have not been adequately addressed or mitigated in the Statement of Work? 4. Do you have a GSA schedule that is within the scope for this requirement? 5. Responses to this RFI can be directed to Bernice Moragne via e-mail at bernice.moragne@iraq.centcom.mil, 732-427-0566 ext. 3081. ________________________________________________________________________ SOW ENGINEERING SUPPORT FOR TASK FORCE 134 DETAINEE OPERATIONS IRAQ JUL 07 BACKGROUND TF - 134 conducts operations at three forward operational bases (FOBs) that require engineering design, community planning, land use management and construction oversight at each facility to ensure infrastructure and base facilities are properly designed, constructed and maintained for Soldiers and civilians working in these areas. OBJECTIVES The intent of the scope of work (SOW) is to provide FOB engineering design, community planning, land use management engineering support, construction compliance inspections and assessments of facility infrastructure within TF ? 134 area of operations which includes Bucca, Cropper, and Ashraf future possible sites include Taji, Ramadi, and Q-west. SCOPE OF WORK The Architect and Engineer (A/E) Contractor will immediately provide four (4), degreed Engineers and four Engineering Technicians qualified to provide a complete array of engineering support to TF -134. The A/E will provide all tools, equipment, personnel and supervision necessary to carryout the engineer support under the guidance of the TF 134 Engineer. The engineer support staff shall provide the respective FOB/TIF commander with design, community planning, land use management and construction oversight and will be fluent in cost estimation and Computer Aided Drafting techniques. The Engineers and Engineer Technicians will be deployed per the requirements set forth by the TF ? 134 Commander. Upon deployment the engineers will take work prioritization and direction from the FOB Commander to which they are assigned. Future facility site assessments shall be conducted to determine design and extent of construction required. Evaluate specific areas required to support detainee operations. The engineer staff shall also address Uniform Facility Code issues where applicable. The A/E Contractor shall review new project concepts and designs for environmental and engineering adequacy. The A/E Contractor shall develop SOWs and appropriate government funding and programming documents interfacing with MNC-I and MNF-I staffs for proper project approvals. The A/E Contractor shall provide construction execution management to ensure that contractors are in full compliance with contract specifications and drawings. After construction completion, the A/E contractor shall ensure all base maps and drawings are properly updated to reflect all changes and as built conditions. In order to successfully perform the task listed in this SOW, the A/E Contactor will be required to take direction from the FOB Commanders in support of the TF - 134 Engineer. DELIVERABLES Daily Project Status Reports will contain but will not be limited to: a. Copies of all trip reports generated during the previous months activities b. List of all sites were inspections have been preformed c. Minutes taken at all meetings attended d. Monthly performance reports submitted to the COR on completed tasks SCHEDULE Monthly Project Status Report ? submitted on the 15th of each month for the prior 30 calendar day period. Weekly Staff Meeting ? Provide a briefing to the TF 134 Staff and Commander General as necessary on ongoing projects. This briefing may require a Power Point presentation. PERIOD OF PERFORMANCE Services shall be performed for 365 calendar days from the notice to proceed.
