The 142FW is an Air Force installation located just south of the Portland International Airport. The government will furnish all food for all work mentioned above and below. This acquisition is being offered for competition to eligible small business and/or disadvantaged business concerns. The North American Industry Classification System (NAICS) code for this project is 722310, Food Service Contractors, with a size standard o f $19,000,000. The Standard Industrial Classification (SIC) system code is 5812. Please direct your attention to the following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Supplement (DFARS) clauses/data that are pertinent to this p rocurement: subpart 52.219-14, Limitations on Subcontracting (Dec1996). The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.2 12-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. Potential offerors should note that a site visit will be offered at some point after the posting of the actual solicitation. Actual site visit date will be listed in the so licitation. Attendance is highly recommended. Commercial and Best Value practices will be utilized in this procurement. Any resulting contract shall be firm fixed price. Due to constantly changing needs, this contract will be for one year only. Work consis ts of providing full food services (cooking and serving food, replenishing salad bar(s) and drink bar(s) and mess attendant services (washing dishes, taking out trash, general sanitation of dining facility) at a dining fa cility at the 142FW, Portland Air National Guard (PANG) unit/station at Portland International Air Port, Oregon. Department of Labor (DOL) Wage Determinations (Prevailing Wages) shall be utilized in this acquisition in accordance with (IAW) the Services Co ntract Act of 1965, unless the government is properly notified that a collective bargaining unit agreement rate is found to have precedence. Prospective offerors must be registered in the Central Contractor Registration (CCR) database prior to award of a Government contract. Offerors are further advised that failure to register in the DoD Registration Database will render your firm ineligible f or award. Registration requires applicants to have a DUNS (Dun and Bradstreet number). Recommend registering immediately in order to be eligible for timely award.
