Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-07-Q-3856. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. This is 100% set-aside for small business. Size standard is 1000. NUWC Division Newport intends to purchase the following items: Ten (10) each of HHPC-4 Quad 21160 PCI Board with 64M Memory; Five (5) each of HHPM-45-08-001 Quad 21160 PCM Board with 64M Memory; and Five (5) each of CACH-L26-12 Honda Connectors, Link 26 Pin, 12 Link Port cables. Required delivery is 14 days after award, F.O.B. Destination Naval Station Newport; Newport, RI. It is expected to place a purchase order with Bittware, 31-B South Main St., Concord, NH 03301. They are the only known source for these items because Bittware has the only quad processor boards capable of inputting serial analog data and convert it to digital format for use by the CPU. Because of the magnitude of the system, NUWC requires a high speed card that is compatible with the PCI and PCM slots on the computer. NUWC has developed a core system around the Hammerhead Boards from Bittware and the Linux Operating system and have spent significant effort developing a baseline system using this hardware. The software drivers required to control this system have already been written specific to the existing boards. Introducing another vendor?s board would require rewriting all the codes that have been written to date adding significant cost and time to the program. All other timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply.
