- The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to solicit, on a full and open competitive basis, for the provision of process value management support services for the Commander, Naval Air Forces (CNAF) and, in particular, the Commander, Naval Air Force Reserve (CNAFR). CNAF established the Naval Aviation Enterprise (NAE) with its primary objective being to ensure Naval Aviation?s sustained ability to field an effective and efficient war fighting capability, with the current focus on capability and efficiency with the ability to make decisions that consider cost as a significant factor in the ability to sustain both current and long-term readiness. CNAF is doing this through the Naval Aviation Readiness Integrated Improvement Program (NAVRIIP). Under this instant acquisition, CNAFR is looking for support to integrate the Fleet Logistics Support Wing (VR Wing) into the NAE and NAVRIIP construct and processes. Travel will be required in support of this requirement and is anticipated to be primarily to the VR Wing fleets sites, particularly the home site of the VR Wing Commodore and Wing Staff and the PMA home site as needed. The requirement is being processed in accordance with FAR 13.5, Test Program For Certain Commercial Items, as supplemented by the procedures described in FAR Part 12. The RFQ shall contain a requirement for a base period of performance of twelve (12) months with two (2) six-month option periods. The resultant contract shall be Indefinite Delivery, Indefinite Quantity (IDIQ), labor-hour type contract. The total estimated level of effort, inclusive of all option years, is estimated at 12,480 hours. Offerors shall be required to submit both cost and technical proposals. Evaluation will be based on past performance and price. The applicable North American Industry Classification System (NAICS) Code and small business size standard are 541611 and $6.5M, respectively. The size standard is based on the industry classification of the services being procured. The size standard defines the maximum size that a firm, together with all of its affiliates, may be to be eligible for Federal small business programs and to qualify as a small business for purposes of submitting a proposal under the NAICS code identified under this instant acquisition. This instant requirement is not a small business set-aside. All responsible sources may submit a proposal which shall be considered by FISC Norfolk, Philadelphia Office. Upon its release, the solicitation will be made available electronically at www.neco.navy.mil. A hard copy of the solicitation will not be made available. The solicitation is expected to be released within 10 days of this posting. The closing date for receipt of proposals will be established in the solicitation. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions.
