- This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17. The Fleet and Industrial Supply Center (FISC) San Diego, CA intends to award a sole source Firm Fixed Price contract to Duke University. The proposed contract action is for services in support of the research Project "Psychophysiological Bases of Risk Taking and Cognition under Stress.? The purpose of the project is to identify the biological correlates of sensation seeking and risk taking, and to determine if the sensation seeking personality trait influences cognitive performance under stress. The study will also aim to distinguish between "adaptive" and "maladaptive" risk taking behavior and, in turn, to explore their differential relationships to cognitive performance under stress. Duke University is the only source able to provide the services described above. Interested parties may identify their interest and capability to perform by contacting the Contract Specialist no later than July 6, 2006. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The requirement is for a firm fixed price supply contract with a period of performance of approximately 16 months. FOB Destination with Inspection/Acceptance at Destination. The applicable NAICS code for this action is 611310 and a size standard of $6.5 million. The proposed contract action is for commercial services and will be negotiated on an other than full and open competition basis in accordance with 10 USC 2304 (c)(1) with Duke University as implemented by FAR 6.302-1.
