Description
The purpose of this sources sought notice is to identify any vendors who are capable of providing the expertise needed to conduct this Desert Tortoise Survey located at Marine Corps Logistics Base, Barstow, CA. This includes providing all labor, tools, materials, equipment, data management, data archiving, report writing, training, surveying, transportation, supervision, management, incidental related work, and technical expertise needed to perform all required on-site field work needed to protect and monitor the status of the Gopherus agassizii (desert tortoise) population. The intent of this contract is to conduct baseline inventory and research activities to assess (micro) habitat selection by desert tortoises on steep slopes and the adjacent flat desert. The findings must withstand peer-review. The work is to include securing all required permits to perform requested work to include the United States Fish and Wildlife Service, Bureau of Land Management, and the Cal ifornia Fish and Game, where applicable. The work will involve the collection of data on habitat use by the desert tortoises, at both the microhabitat and local habitat levels, and to make comparisons of desert tortoise habitat features between two habitat types: flat desert and steep slopes. It is the intent of this contract to be field-based and not a computer/GIS based analysis, although this is a component that could be included if the researcher(s) choose to do so. The goal will be to establish defined habitat parameters at both the micro-habitat and more general habitat levels to illustrate desert tortoise habitat use versus availability across the surveyed landscape. It is not the Governments intent to dictate how, or where, the surveys are conducted. The technical merit of the proposed research protocols (methodologies, sample size, etc.) will be part of the award process. A portion of this research must take place on Marine Corps Logistics Base property. This is an expression of interest only and does not commit the government to pay for proposal preparation costs. The purpose of this sources sought part of market research to determine if two or more responsible small businesses are willing and capable of providing these services. The applicable small business size standard is NAICS 541690 and the number of employees is 500. Vendors need to address their capability of providing these services, and provide a minimum of (3) references and past performance information for the same or similar services, and include the name of the agency or company, point of contact, and current telephone number. Vendor responses are requested by email to donna.peacock@usmc.mil or by fax to (760) 577-6174 not later than 8 days of posting of this notice. Interested parties should be alert for subsequent announcements that may be published at www.neco.navy.mil and www.fedbizopps.gov.
