GENERAL SERVICES ADMINISTRATION HEATING OPERATION & TRANSMISSION DISTRICT CENTRAL HEATING PLANT I. PROJECT IDENTIFICATION 1) PROJECT TITLE: GENERAL BOILER REPAIR: EMERGENCY RESPONSE 2) THERE WILL BE A PRE-BID CONFERENCE ON JULY 11,2007 AT 10:00 AM AT 13TH & C STREETS, S.W. WASHINGTON DC. THERE WILL BE NO EXCEPTIONS THERE WILL ONLY BE ON WALK THROUGH AND CONTRACTORS ARE BEING ASKED TO FURNISH THERE OWN HARD HATS. FOR ANY QUESTIONS PLEASE CONTACT MR. DOUGLAS RYAN AT 202-690-9720. The General Services Administration Central Heating & Refrigeration Plant (GSA CHRP) provides steam and chilled water to over 100 government facilities in the Washington DC area. The General Service Administration Heating Operation and Transmission District (HOTD) has five (5) high pressure Boilers and one (1) Heat Recovery Steam Generator (HRSG) that produces 250 psi of saturated steam at 400? F. Because the production of steam is GSA HOTD?s sole purpose and main source of revenue, it is imperative to minimize, if not eliminate, down time caused by any failure during the operating season. Therefore, GSA HOTD needs a contract vehicle that requires a contractor to provide emergency response services that cover all possible failure points in a Boiler. III. CONTRACT SPECIFICATIONS CONTRACT TYPE - This contract is an (IDQ)Indefinite Quantity Under FAR 16.504 Contract (IQ). An IQ provides for the furnishing of an indefinite quantity, within stated limits, of certain property or services during a specified period. Deliveries will be scheduled by the placement of orders upon the Contractor, as specified in the Communications Plan (Section V). This contract shall include all materials, labor, and equipment required to perform the work described in the specifications. ORDER LIMITATIONS ? This contract will be limited by the following criteria: 1. Guaranteed Minimum - The guaranteed minimum quantity of work the Government agrees to order for the initial year is $10,000.00 which shall be given to the contractor regardless of the amount of work requested in that year. For each exercised Option Year, the guaranteed minimum per year shall also be $10,000.00, and the same aforementioned division of work shall apply. 2. Maximum - The yearly maximum limitation on each contract awarded shall not exceed $490,000.00 for the initial year of the contract and the yearly maximum limitation for each exercised option shall not exceed $490,000.00. IV. SPECIFICATION - The contractor is required to provide all labor, materials and equipment to provide the specified repair services; A. INSPECTION/DIAGNOSIS/RECOMMENDATION MOBILIZATIONS ? The contractor is required to report to Central Heating & Refrigeration Plant, within the required time frame (specified in the Communication Plan, Section V) and identify the problem (i.e.; tube leak). After the problem is identified, the contractor will provide GSA CHRP representative a diagnosis of the problem and the associated solution. B. REPAIR MOBILIZATIONS ? The contractor is required to provide all materials, labor, equipment to accomplish the following repair services; 1B. NORTH SIDE BUCKSTAY REPAIRS ? The contractor will provide all materials, labor, equipment and services to repair/replace the boiler tubes located on the north side buckstay. The contractor will provide a proposal to either; i. Provide material, labor, and equipment to Pad Weld the tube rupture where necessary, based on the recommendation. ii. Provide material, labor, and equipment to replace the section of boiler tube with the required Dutchman. 2B. EAST & WEST BUCKSTAY REPAIR ? The contractor will provide all materials, labor, equipment, and services to repair/replace the boiler tubes located on the east and west side buckstay. The contractor will provide a proposal to either; i. Provide material, labor, and equipment to Pad Weld the tube rupture where necessary, based on the recommendation. ii. Provide material, labor, and equipment to replace the section of boiler tube with the required Dutchman. 3B. GENERATING TUBES REPAIRS ? The contractor will provide all materials, labor, equipment, and services to repair/replace the generating boiler tubes. The contractor is only required provide repairs services to the generating tubes located on the outer bank (two (2) rows in) and on a straight run of tubes. If the boiler tube rupture is located more than two (2) rows in from the edge, the contractor is required to plug the tube. i. Boiler Tube Plugs ? The contractor is required to provide all labor, materials, equipment, and supervision necessary to plug any boiler tube that cannot be repaired in a timely fashion or is deemed ?irreparable?. 4B. DUTCHMAN INSTALLATIONS ? The contractor is required to provide all materials, labor, equipment, and services to install a DUTCHMAN for all boiler tube specifications. All boiler tubes are to be Electric Resistance Welded. 5B. ECONOMIZER REPAIRS - The contractor shall furnish all of the necessary equipment, labor, supplies, and supervision to perform the following work at the Central Heating and Refrigeration Plant: i. Repair Tube Leaks ? The contractor will provide all required equipment and labor to locate and replace any of the failed economizer tubes and U-bends in accordance with ASME and National Board Inspection Codes. The existing economizer tubes in Economizer 1, 2, and 3 are seamless steel tubes per ASTM SA 192, 2? outer diameter, 0.15? wall thickness. a. The contractor will supply at most fifteen (15) U-Bends to the contractor for use in this contract. ii. The contractor is required to provide all material, equipment and labor to replace approximately 40? ft of straight tube. iii. All work shall be performed by an organization in possession of a valid Certificate of Authorization for use of the ?R? symbol stamp, issued by the National Board (NB III R-404.1). After the work under this contract is completed, the contractor shall provide the Government with a copy of the inspection report. C. GENERAL BOILER REPAIRS ? The contractor is required to provide all labor, materials, equipment, and supervision necessary to provide the following repair services; 1. Boiler Tube Plugs ? The contractor is required to provide all labor, materials, equipment, and supervision necessary to plug any boiler tube that cannot be repaired in a timely fashion or is deemed ?irreparable?. 2. Refractory - The contractor must remove and replace any damaged refractory material that is left inside the boiler. The contractor is required to replace any refractory that has been removed during the repair. 3. Boiler Inner Casing ? The contractor is required to remove all necessary panels of inner casing and replace the panels after the tube repairs are complete. Any existing panels that were removed during the tube repair must be discarded. The replacement panels of inner casing shall be #10 GA Carbon Steel Erie City Pressurized Type (or most current equivalent) and shall be flanged and seal welded 100% airtight. 4. Boiler Insulation ? The contractor is required to remove all insulation and replace it after tube repairs, refractory replacement, and inner casing replacement are complete. Any replacement insulation required shall be 3? Thermofiber insulation (or Government approved equal). 5. Boiler Outer Casing ? The contractor is required to reinstall outer casing after tube repairs are complete. Any replacement outer casing shall be steel box rib lagging to match existing. 6. Boiler Internals ? The contractor is required to provide all labor, materials, equipment, and supervision necessary to replace/fabricate the following Boiler Internals. a. Vortex Separators ? The contractor is required to provide all labor, materials, equipment, and supervision necessary to replace the Vortex Separators. b. Baffle Plate ? The contractor is required to provide all labor, materials, equipment, and supervision to fabricate sections of the baffle plate in all Boilers. D. Incidental Material Supply - The contractor is required to provide all necessary material for the execution of this project for the life of the contract. The contractor is required to supply the material specified in the above tables as well as; E. Incidental Welding Repairs - The contractor must submit a firm fixed wage rate for man-hours to complete incidental welding repairs. An R-stamp certified welder must complete the welding repairs. The contractor must supply all welding materials and present burn permits to complete the incidental welding repairs. The government will furnish all necessary materials such as tubing, metal plating (i.e. boiler inner casing), flange(s), valve(s) etc.
