Description
PRESOLICITATION NOTICE for FA8601-07-R-0049, Project 020010, Replace JP-8 Fuel Filters/Separators, Facility 30154. Period of Performance is 210 days. The overall estimated price range is between $250,000-$500,000. The solicitation is an unrestricted acquisition, full-and-open competition. In accordance with DFARS 252.204-704 ?Required Central Contractor Registration (CCR),? Contractor must be registered in CCR prior to award. Registration may be accomplished at http://www.ccr2000.com/index.cfm, or 1-888-CCR-2423 Fax: 1-703-696-0213. SCOPE OF WORK: The existing fuel filtration system will be replaced with a new fuel filtration system that will be in compliance with API 1581. This project will replace eight (8) 600 gpm and one (1) 1,200 gpm Oil Water Separator (OWS) fuel filters at the tank farm. The OWSs are at three locations within the tank farm. Two are located at the tank truck offload area, four at the refueling header and three in the nearby pump house. The current system is out of compliance and is an extremely high maintenance system. SPECIAL REQUIREMENTS/CONCERNS: Working on a fuel system requires a special skill. Restrictive conditions include that the contractor is working on an active fuel system that serves the Wright-Patterson-flying mission. Extreme caution must be observed when working on this highly flammable system. NOTES: 1. Hard copies of the solicitation will not be provided. You may, however, download and print the file from the web site. 3. There is no fee for this solicitation. 4. A hard copy of the solicitation will be available for review at Dayton Builders Exchange, Minority Contractor Business Assistance program, and F.W. Dodge Division in Dayton, OH. 5. A registration page will be attached to the web site. You are not required to register. However, when you register, you will receive notice of any amendments and/or addenda that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the web site for any changes to the solicitation. 6. Contractors shall be capable of securing bonding for the total proposed amount. 7. You shall provide a signed copy of the SF 1442 by the proposal closing date specified in the solicitation. 8. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. Proposals prepared by Debarred, Suspended, or otherwise ineligible contractors are at risk and expense of the contractor.
