Description
Under the authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau intends to contract with Oracle Corporation on a sole source basis. This contract will allow the Geography Division to continue receiving the services provided by the Oracle Corporation through an earlier contract in support of the Master Address File/Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) System. The Census Bureau has implemented a major initiative to modernize its geographic support infrastructure, the Master Address File/Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) System. The Geography Division has modernized its computer processing environment from one that is "home-grown" and arcane, but with highly efficient and time-tested accuracy, to an environment that takes advantage of modern commercial off-the-shelf (COTS) database management systems (DBMS) and COTS/GIS computer processing technology. The MAF/TIGER System is the core of the Geographic Support System, which provides geographic products and services to a wide array of Census Bureau surveys, censuses, and programs. A variety of applications are being developed for the new MAF/TIGER system. A key component of the redesign was the replacement of the homegrown database system with an Oracle database system, to house the new MAF/TIGER database. In addition, because MAF/TIGER is a spatial database, Oracle Spatial is being used, including a new component called Oracle Spatial Topology Model, which allows the storage of spatial data in the topological format needed by the MAF/TIGER system. Oracle?s expertise is critical to the success of this project. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing , and other information that demonstrates their ability to meet the Census Bureau's needs. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received by July 5, 2007, a contract may be issued to Oracle Corporation without further notice.
