Description
REQUEST FOR INFORMATION Claims Processing Assistance Tools There is no solicitation document available at this time. All documentation should be submitted electronically to kari.cozzens@va.gov or via fax at 512-326-6028 no later than 3 pm CST on July 6, 2007. FAR 52.215-3 REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offer" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: Business Rules Engine (BRE) and Business Rules Management System (BRMS) solutions. (End of provision) The Department of Veterans Affairs (VA) is conducting market research for businesses that provide decision assistance tools, such as BREs, BRMS, evidence organizing tools, etc. The objective is to increase accuracy, productivity, and consistency in claims processing. The business process for adjudicating VA claims is derived from VA statute (Title 38 United States Code), VA regulations (Title 38 Code of Federal Regulations), and business line promulgated procedures. VA is researching the use of computer- assisted decision support to enhance VBA claims processing efficiency. The tools must be compatible with web-based Service-Oriented Architecture (SOA). VBA has five business lines that adjudicate claims submitted by veterans and eligible dependents seeking entitlement to various VA benefits. VA anticipates that implementation will occur in incremental phases via a web-based SOA to 57 regional offices and pension maintenance centers (PMCs). The VBA five business lines within these regional offices and PMCs are: 1. Compensation and Pension (C&P) (approximately 10,000 users) (http://www.vba.va.gov/bln/21/index.htm); 2. Education (approximately 1,000 users) (http://www.gibill.va.gov/); 3. Loan Guaranty (approximately 1,000 users) (http://www.homeloans.va.gov/); 4. Vocational Rehabilitation and Employment (approximately 1,200 users) (http://www.vba.va.gov/bln/vre/index.htm); and 5. Insurance (approximately 500 users) (http://www.insurance.va.gov/miscellaneous/index.htm). Interested parties shall submit a capability statement for a decision support solution, company name, point of contact, address, DUNS number, and a brief company background. It is requested that sufficient information be provided to allow evaluation of the proposed solution to support the Government in execution of its mission for benefits delivery as currently codified in law and regulation. Please include a list-pricing model based on the information provided herein, for a minimum of 500 users. Include the cost of maintenance, and a list of available resellers, if applicable. If the company has any current Government contracts (i.e. GSA, DOD, NASA SEWP, etc.), please list them as well. In addition, please provide responses to the following questions: 1. How does the solution capture claims processing rules and procedures from an existing system? 2. How are business rules and procedures changed, modified, and administered with the solution? Does maintenance require a software developer, or other administrator? Please explain. Can a business analyst administer the solution? 3. Is the performance of the solution scalable for high volume online use? For example, approximately 10,000 users located at 57 different regional offices and PMCs in the United States, Puerto Rico, and the Philippines. 4. How does the solution interface with other technologies? Specifically the solution will need to interface with VBA systems that support the delivery of benefits for the five VBA business lines. Can the solution include scripting and changes to code in order to interface with VBA systems? 5. How does your solution support users with differing skill sets and with differing needs, e.g., (1) claims processing professionals; (2) veterans attempting self-service; and (3) call center operations? 6. What advanced inference features does the solution provide? 7. Describe proposed solution repository and how it works to improve claims processing. 8. Can the company provide a turnkey solution (from analysis to implementation)? For BREs, please respond to 9, 10 and 11: 9. Is there support for: - Recursive rules? - Object and rule inheritance support? (Firing one rule allows a family of related rules to fire.) - Multiple inference engine support? (Internal / external.) - Other? 10. What rule management features does your BRE have - Rule extensibility - Rule change administration and impact analysis - Rule versioning for firing rules for specific date ranges, in the past and future - Rule release versioning - Rule security - Audit report capability? 10. What "out-of-the-box" rules packaging does the BRE have?
