- Description
- The Air Force Medical Service Commodity Council has a requirement for a contractor to provide five (5) registered nurse case managers and two (2) licensed practical nurse utilization managers at Air Force medical treatment facilities in Japan. The contractor shall provide all labor, materials, tools, equipment, transportation, and supervision necessary to staff three (3) case managers at Kadena AB, one (1) case manager at Yokota AB, one (1) case manager at Misawa AB, one (1) utilization manager at Kadena AB, and one (1) utilization manager at Misawa AB. The registered nurse case manager provides case management and discharge/disposition planning in inpatient, ambulatory care settings and outpatient clinical areas. The case manager assists service members and/or veterans and family members in coping with acute or chronic illness, combat stress, the residuals of traumatic brain injury, community adjustment, addictions, and other health and mental health problems. In addition, the case manager addresses social as well as nursing/medical needs of patients through participation in the interdisciplinary patient care management practice. Qualifications include a Bachelors Degree in Nursing or a related field preferred, with a Baccalaureate/Associate degree in Nursing or related field from a National League for Nursing (NLN) accredited program or regionally accredited college or university. Individuals must have an active, valid, current, unrestricted license (with no limitations, stipulations or pending adverse actions) to practice nursing as a registered nurse (RN) in a US jurisdiction. All licenses must be unencumbered and remain in effect during contract employment. The registered nurse must have at least 5 years of successful nursing practice. The licensed practical nurse referral/utilization management will provide Referral Management (RM) activities include timely processing of Right of First Refusal (ROFR) requests, screening of specialty care referrals, sustaining up-to-date Specialty Clinic Booking Guidance, MTF Capabilities Report, ROFR Reports, maintaining up-to-date MTF/Managed Care Support Contract (MCSC) Memorandums of Understanding (MOUs), comply with Referral and Authorization Business rules, tracking, accounting, and resulting of referrals, and full use of RM information management systems. The individual will conduct reviews for medical necessary, pre-authorization, medical appeals, collection and recovery from insurance carriers, and right of first refusal activities. Qualification requirements include an Associate of Science in Nursing Program from an approved National League of Nursing, a active, valid, current, unrestricted license (with no limitations, stipulations or pending adverse actions) to as a practical nurse in a US jurisdiction. All licenses must be unencumbered and remain in effect during contract employment. Six years of clinical nursing experience and some previous experience in Utilization Management are desired. Subject to the Status of Forces Agreement (SOFA), the agency has requested (but has not yet received approval for) the following logistical support to be provided to defense contractor personnel performing work under this contract: Common Access Card (CAC); exchange service facilities; military clothing sales for repair and replacement of issued equipment; organizational clothing and individual equipment; military banking facilities and finance accounting office; Government transportation (i.e. aircraft, automobile, bus, train) for official Government business; commissary; morale and welfare recreational facilities (e.g., clubs, movie theaters, gyms); purchase of petroleum and oil products for rental and/or Government vehicles; customs exemption; emergency medical care; any theater-specific immunizations that are not available the general public; mess facilities; quarters as available; military postal service; phone service; laundry services; religious services. The North American Industry Classification System code is 621111 with the size standard of $9.0 million. The period of performance for this requirement is for one year from date of award. This is a competitive best-value solicitation in which competing offerors? past and present performance and technical proposal are more important than price.
