- The US Army Field Artillery Center, Futures Development Integration Center (FDIC), Fort Sill OK is requesting information to determine the capability of industry to produce a digitization system for integration onto a M119A2 105mm towed howitzer. Th e resulting information will be used to assist FDIC in developing future requirements. This market research effort is to assess the maturity of howitzer position, orienting, communicating, and power technologies available in the near-term to support equipping and outfitting the M119A2 105mm lightweight towed howitzer with automated on-board self-locating and orienting capabilities, secure digital messaging with Joint Variable Message Format (JVMF) with the digitized Fire Direction Center (FDC), a power system, and ruggedized tactical computer. Required capabilities include: (1) an on-board position and navigation system to enable self-location to no more than 10 meters horizontal CEP and no more than 10 meters vertical probable error (PE); (2) Capability to determine and display howitzer direction and orientation to at least 0.5 mil accuracy ; (3) Digital displays showing current elevation and deflection and firing elevation and deflection for the gunner, a portable section chief display for entry of data and settings verification, and a drivers display of navigation and movement data; (4) Se lf-contained power supply for at least 6 hours of autonomous operations (without prime mover) of the position and navigation system, digital displays, ruggedized tactical computer, and radio operations; and (5) A weight for the complete digitization system of on-carriage and off-carriage equipment and power supply not exceeding 200 pounds with a target weight of 150 pounds of equipment. On-carriage equipment is desired to be less than 50 pounds. The desire is to have as much commonality of components with f ielded systems as practical to enhance the logistical supportability. Interested vendors are requested to provide a short, 10 page or less (excluding cover page and table of contents) white paper detailing their potential solutions. It is preferred that all documents be developed using MS Word and be written in Times New Ro man 12 pt. The white paper should include a description of the capability, technical maturity of the capability, and your point of contact (POC), telephone number and email address. Do not include corporate capabilities or past performance discussions. White papers shall be provided to the FDIC POCs for review not later than 1500 CST, August 3, 2007. Selected vendors will be contacted by email on or about 17 August 07 with scheduled briefing dates and times. Specific questions generated from your white paper will be provided and are required to be addressed as part of your overall PowerPoint briefing. Briefing will be conducted at Fort Sill during the period 10 - 21 September 07, and will be approximately 45 minutes with 30 minutes for questions. The white paper and briefings will be at no cost and no liability to the government. Product brochures can be sent as separate electronic documents and will not count against the 10 page limit.
