Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement: The US Army Electronic Proving Ground requires a replacement radar display sy stem be developed that will replace the existing STARCON system currently in use. The following list covers the requirements and additional functions desired for the system to be able to perform: Required: Windows Style User Interface; User configuratio n at the workstation DISPLAY IFF, SKIN, AND PRECISION RADAR TRACKS FROM MULTIPLE SOURCES, i.e. FAA CD-2, AEROSTAT CD-2, TPS-43 CD-2C, MPS-36 TX1, FPS-16 TX1, RS232, RS422, etc& CORRELATE MULTIPLE TRACK SOURCES; Forecast or PREDICT TRACKS; DYNAMIC SAFETY BUBBLE (TARGET CENTRIC) W/ Tailorable ALARMS; RECORD AND EXPORT DATA VIA CD, DVD, EXCEL, SQL etc&; DISPLAY CAPABILITES TO HLA, DIS, OR KML DATA CONVERSION TO IP; greater than 32 INPUT SOURCE CAPABILITY; ~10,000 TARGETS CAPABILITY; FILTER BY SOURCE, VELOCITY, ELEVATION OR USER DEFINED CRITERIA DISPLAY USER DEFINED MULTI-SHAPED RESTRICTED AIRSPACE OR FLIGHT BOX W/ALARMS; IMPORT CUSTOM/DETAILED MAPS OR CHARTS AND OR LAYERED CHARTS; Desired: CAPABILITY TO RENAME OR LABEL TR ACKS OR TARGETS; CAPABILITY TO BUILD OR IMPORT CUSTOM ICONS; DISPLAY TARGET CENTRIC VIEWS. System Operational by 1 October 2007. FOB DESTINATION: Fort Huachuca, Arizona. Payment will be made by Government credit card under Net 30 Terms. EVALUATION CRITERIA/PROCEDURES: Offers will be evaluated based on the following best value criteria in descendi ng order of importance: Meeting the requirement, Proposed Delivery Schedule, Past Performance, and Price. The NAICS code is 334119. The solicitation is issued as a request for proposal (RFP) and will be awarded as a firm-fixed-price. All Electronic and Information Technology will be Secti on 508 of the Rehabilitation Act of 1973 compliant. The following FAR provision 52.212-1, Instruction to Offerors Commercial items, applies to the acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluat ion criteria above). Offerors shall include a completed copy of FAR provision 52.212-3,Offeror Representations and Certifications Commercial Items, and furnish Offeror's Tax Identification Number, CAGE Code, Central Contractor Registration Number, DUNS Num ber, and applicable FSC Codes with its offer. FAR clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition.
