- DESCRIPTION: The Government is soliciting offers for the construction of improvements to potable water distribution and wastewater collection systems at Ratcliff Lake Recreation Area for the Davy Crockett National Forest, National Forests & Grasslands in Texas. The project will be completed as described in Government-provided specifications and drawings, which will be attached with the solicitation. GOVERNMENT COST ESTIMATE: Between $100,000 and 250,000. LOCATION: Ratcliff Lake Recreation Area, which surrounds a 45- acre lake, was built in 1936 by the Civilian Conservation Corps, and is located one mile west of Ratcliff, Texas, off Texas Highway 7. It is a developed recreation area and will remain open during the contract performance period. Driving directions are as follows: From Lufkin, Texas, take SR-103 West about 10 miles and keep straight onto SR-7 about 12 miles. Turn right onto Ratcliff Lake Road for 0.7 mile. From Crockett, Texas, take SR-7 about 20 miles. Turn left on Ratcliff Lake Road for 0.7 mile. PERIOD OF PERFORMANCE: Contract time will be 90 calendar days from the effective date of the Notice to Proceed. SITE VISIT: The date, time and location of a formal site visit will be in the solicitation that will post to this site. CONTRACTOR QUALIFICATIONS: Contractor must be registered in the Central Contractor Registry and must have completed a profile in the Online-Representations and Certifications database prior to award of a contract. Registration may be completed on the Internet at http://www.ccr.gov/. Vendors must also be registered in ORCA (Online Representations and Certifications) prior to contract award, and may accomplish this on the Internet at http://www.bpn.gov. You must be registered in CCR and have an MPIN number before you can begin ORCA registration. SET-ASIDE: This project is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. NAICS code for this project is 237110. The small business size standard for this project is $31.0 million. BONDING INFORMATION: A 20% Offer Guarantee and 100% Payment and Performance Bonds will be required. SOLICITATION DOCUMENTS: Solicitation AG-447U-S-06-0066LI and related documents will be issued via FedBizOpps as a Request for Proposals and will be available for downloading on or around July 16, 2007 at the website address: http://www.fedbizopps.gov/. All potential contractors and subcontractors should register on the FedBizOpps website as an Interested Vendor.
