Description
The U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), intends to install antenna towers for a new Medium Wave (MW) three-tower antenna array at the IBB transmitting station in Kuwait. The Contractor shall be responsible for performing all necessary work, including, but not limited to: (1) verification of the planned locations of antenna towers and guy anchors using a qualified surveyor; (2) construction of antenna tower and guy anchor foundations; (3) painting of Government-furnished tower sections using appropriate aviation coatings; (4) erection of three antenna towers using Government-furnished tower sections and insulators; (5) refurbishment and installation of Government-furnished climbing ladders, including provision and installation of fall arrest protection systems on each tower; (6) and provision and installation of tower lighting systems on each tower. The Contractor shall provide all site supervision, skilled and unskilled labor, materials, supplies not furnished by the Government, and tools and equipment required to install the antenna towers. The Government does not intend to award a contract on the basis of this Public Notice or otherwise pay for information or inquiry. The total estimated construction price range to accomplish the above work is between $100,000 and $250,000. The proposed period of performance of this work requires completion within 120 calendar days from issuance of the Notice-to-Proceed. The contractor may visit the Kuwait Transmitting Station to verify local conditions. Pursuant to FAR Subpart 15.304, Offerors are hereby notified that the basis for award will include: (1) technical evaluation factors (i.e., technical approach, past performance, and management approach) and (2) price evaluation factors- with all technical evaluation factors being significantly more important than cost or price. All requests and any questions regarding this request shall be submitted via email or facsimile to Mr. Mathew Thomas at the IBB transmitting station in Kuwait, mthomas@kuw.ibb.gov, or via fax to 965-456-2754 within 15 days of the date shown in Block 3 of the cover page (SF-1442) of the Solicitation. Telephone responses of a firm?s interest, capabilities, and pertinent experience will not be accepted by the BBG. All responsible sources may submit a proposal in response to the forthcoming Solicitation document referenced herein, and all proposals shall be considered by the Agency. This FBO notice is not a RFP, IFB, or RFQ.
