Description
The Defense Distribution Center, New Cumberland, PA has a requirement for a contractor to provide Part-time assistance, approximately 20 hours per week to the Family Advocacy Program Manager (FAPM) in all aspects of operation, except for Clinical Assessment and Treatment. The contractor will do all that is possible within limits of available resources to assist victims of domestic violence and sexual assault within the military community. Contractor duties shall include the but are not limited to the following services, as directed by the FAPM; Market FAP services, using a variety of marketing techniques; Develop and maintain a database of clients who use FAP services; Contact each installation organization and tenant activity and develop a list of points of contact for each; Develop and produce table display that advertise a variety of FAP services and events; Use and update current resource files; Respond to emergency or crisis situation(s) and refer to appropriate clinical services (the contractor shall not provide any clinical treatment); Ensure that all allegations of child abuse and all unrestricted reports of domestic violence involving active duty military personnel and their families are reported to installation law enforcement (DDSP Dispatcher Desk); Develop a schedule of annual troop education for all tenant activities within activity duty personnel, the FAPM will conduct the training; Assist in developing and implementing a needs assessment for the Military Community; Make initial contact within 24 hours; Inform victims of their reporting options and have them sign appropriate reporting option form(s); Develops a needs assessment, provide emotion support, crisis intervention and emergency services as indicated; Attend SARB meetings; Assist in developing information packets of military and civilian resources, victim handbooks, or similar resources to assist and empower victims; and Continue to provide victims within services until the victim communicates that services are no longer needed. Education, Training and Skills Requirements: The contractor shall have a Masters Degree from a certified School of Social Work Education accredited school. Substitute or related degrees will be considered. Proof (college transcripts, certificates) must be submitted to the Government for review prior to award of contract. The Contractor shall have a minimum of three (3) years experience working with victims of domestic violence or in the Family Advocacy Program. Period of Performance shall be for a Base Year w/2 Option Year Periods from the date of award of contract. This acquisition is set-aside for Small Business. The North American Industry Classification System (NAICS) code for this service is 624190 and the business size is $6,000,000.00. To receive an award resulting from this Request for Quotation, your company must be registered in the DoD Central Contractor Registration (CCR) Database. Contractor may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the internet at www.ccr.gov. The Government intends to award a not-to-exceed labor hour purchase order from this Request for Quotation to the responsible contractor with the lowest price that meets the requirements of the Performance Work Statement. The Request for Quotation will identify all information that a contractor must submit in order to be considered for an award. Failure to submit all the information requested may result in your quotation being eliminated. It is anticipated that the Request for Quotation (RFQ) SP3100-07-T-0115 will be posted to this site on July 24, 2007.
