- This publication serves as notice of intent to procure services for the Department of Commerce(DOC, National Oceanic & Atmospheric Administration (NOAA), Southwest Fisheries Science Center, located in La Jolla, CA on a sole source basis with Sportfishing Association of California in accordance with the authority of 41 U.S.C. 253 ( c)(1) only one responsible source. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The purpose of this proposed contract is for implementation of biological sampling and tagging program with Commercial Passenger Fishing Vessel (CPFV) operating in US waters. Data and sample collection will occur both on dedicated research charters and opportunistically when space is available on existing trips. The target species include any highly migratory species (HMS) listed in the management plan when they are available in US waters. The HMS mostly targeted in US waters by CPFV fleet includes tuna and mahi-mahi. Several NOAA fisheries Scientists of SWFSC Large Pelagic Biology Group will participate in this project and one project manager. The contractor will provide one (1) an appropriate project manager who has close ties to the CPFV fishing community and research experience and logistical support required to develop and implement the sampling and tagging program. Sportfishing Association of California (SAC) is a non-profit organization that represents 79 out of 80 CPFV vessels bases in San Diego, because (SAC) represents nearly the entire fleet and all the vessels it the only organization positioned to facilitate a large scale sampling and tagging program. The government intends to negotiate a firm fixed price contract with a period of performance anticipated to be 12 months, commencing at time of contract award. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
