- The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a purchase/delivery order to State and Injury Prevention Directors Association(STIPDA), 2965 Flowers Rd, Ste 105, Atlanta, GA 30341. The purchase/delivery order is to procure the development and dissemination of national fact sheets, state templates and other press/ publicity materials. The authority for this sole source procurement is FAR part 13.106-1. STIPDA is the only national non-profit organization comprised of public health injury professionals representing all US states and territories.The State and Territorial Injury Prevention Directors Association (STIPDA) is a national non-profit 501(c)(3) organization of professionals committed to strengthening the ability of state, territorial and local health departments to reduce death and disability associated with injury and violence. Formed in 1992, STIPDA is the only national nonprofit organization comprised of public health injury professionals representing all US states and territories. STIPDA has the direct professionals and content expertise desired for interacting and developing these materials. Because of these existing and highly specialized relationships with the state department of health staff combined with the subject matter expertise, STIPDA is the only organization that can develop these deliverables within the specified time frame and cost restraints outlined below. STIPDA will also develop a fact sheet illustrating the value of injury and violence prevention programs within state health departments. Deliverables and Due Dates: Task One: STIPDA will produce four (4) national fact sheets on child maltreatment, elderly falls, residential fire injury, and the value of state injury and violence prevention programs. These fact sheets will include information about the incidence and economic burden of the problem; highlight success stories from state injury and violence prevention programs; and provide examples of best practices in prevention. This task will be completed on or before September 15, 2007. Task Two: STIPDA will produce four (4) templates for states to drop-in relevant information based on national fact sheets. This task will be completed on or before December 30, 2007. Task Three: STIPDA will develop a sample press release, letter to the editor, PowerPoint training presentation and newsletter article on child maltreatment, elderly falls, residential fire injury and the value of state injury and violence prevention programs for state programs to use to increase program visibility, raise awareness, and provide training when appropriate. This task will be completed on or before February 1, 2008. Task Four: STIPDA will publicize and disseminate these materials to state injury and violence prevention program directors as well as other members and partners of STIPDA through the website, e-newsletter, STIPDA Annual Meeting, and distributing printed copies of materials to all members. This task will be completed on or before April 1, 2008. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the required upgrade are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days from the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
