- This is a combined synopsis/solicitation for services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation as proposals are being requested and a written solicitation will not be issued. Reference number HSHQDC-07-RFQ-00102 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-25. The NAICS code is 611430. This requirement is for a firm fixed priced contract for a Management Training Class specifically, Leading with Emotional Intelligence (EQ). The DHS-DNDO, Office of the Director is seeking Emotional Intelligence (EQ) training for the course noted as follows: 1 ea course with up to fifteen (15) Senior Leaders and Managers attending. Defining and recognizing Emotional Intelligence at work, the impact of leading with Emotional Intelligence, components of EQ: Self Awareness, Self Management, Social Awareness, Relationship Building. The Training class MUST BE TAUGHT/PRESENTED on July 12 and 13, 2007 in order to support the agenda's and schedules of the attendees. The training/course will be taught at the DHS/DNDO office in Washington, DC. PLEASE NOTE: the course dates and times cannot be changed and the offeror must comply with these dates to show responsiveness. The vendor will also provide a course syllabus and agenda with a breakdown of what will be presented at the class noted above. Offerors are required to submit past performance for this class that has been presented/taught in the last year with information for: Audience, location, dates, and references/results from the class attendees. Clauses incorporated by reference: FAR 52.212-1, Instructions to Offerors-Commercial Items (Sep 2006), FAR 52.212-4, Contract Terms and Conditions (Feb 2007, FAR 52.222-3 Convict Labor (Jun 2003) (E.O. 11755), FAR 52.222-21 Prohibition of Segregated Facilities (Feb 1999), FAR 52.222-26- Equal Opportunity (Mar 2007) (E.O. 11246), FAR 52.232-33 Payment by Electronic Funds Transfer, CCR (Oct 2003)(31 U.S.C. 3332). The following clause is incorporated as follows: 52.212-2 -- Evaluation -- Commercial Items (Jan 1999). As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical responsiveness to the required training dates of 12 and 13 July 2007. 2) Past Performance and 3) Cost.
