Description
The Drug Enforcement Administration has a requirement for Computer-Based Training for Drug Enforcement Administrtation (DEA Timekeepers)as follows: Statement of Work (SOW) 1. Background: Computer-Based Training (CBT) will replace classroom training given to timekeepers by Human Resources Division staff at the Drug Enforcement Administration (DEA). The CBT will provide new timekeepers easy access for required time and attendance (T&A) training in DEA locations throughout the world. It will also serve as a refresher course for current timekeepers with references for rules and policy governing the time and attendance process. The CBT will be available 24 hours a day, seven days a week. 2. Objective: DEA requires the services of a contractor to develop and implement an interactive time and attendance (T&A) computer-based training (CBT) module to streamline classroom training to CBT that can be completed in not more than 3 hours time for approximately 800 timekeepers. The contents of the CBT will focus on DEA policies and procedures to prepare timekeepers for T&A processing and leave administration in the STARWeb T&A software application. 3. Specific Tasks: 3.1 Develop a Scorm compliant, web-based, interactive T&A training module, incorporating scenarios, rules and references from classroom training materials, which has the following features: 3.1.1 Login and password assignments for tracking purposes. 3.1.2 Written narrative of instructions. 3.1.3 Voice-activated instructions in addition to written instructions to guide timekeepers through the module in both audio and visual format. 3.1.4 Subject area distinction for training themes. 3.1.5 Within each subject area, a link to more detailed information is available. 3.1.6 Detailed text used for established link by subject area. 3.1.7 Help feature. 3.1.8 Save feature to allow the timekeeper to exit CBT and save completed portions, then continue at a later time to complete the remaining portion and produce the certificate of completion. 3.1.9 Test at end of training module based on training objectives. 3.1.10 Printable certificate of completion. 3.1.11 Reporting capability to provide status of completed training. 4. DEA Support: 4.1 DEA will provide training manual, rules and policies to include in the training module. 5. Other Information: 5.1 The CBT will be propriety of DEA and will not be released to outside activities without written authority from DEA. 5.2 The CBT will be self-contained and will not extend to other URLs. 5.2 The CBT will reside on DEA?s intranet. 5.3 The CBT will be compliant with DEA?s IT security as follows: 5.3.1 (IT to follow up)6. Knowledge Required: 6.1 Knowledge and experience in the development and implementation of a web version CBT. 6.2 Knowledge of Federal T&A rules and policy. 6.3 Knowledge of Federal pay regulations, including the following: 6.3.1 Availability Pay for Law Enforcement Officers. 6.3.2 Administrative Uncontrollable Overtime 6.3.3 Danger Pay, 6.3.4 Hazardous Duty Pay 6.3.5 Night Differential Pay,6.3.6 Sunday Premium Pay, 6.3.7 Holiday Pay, 6.3.8 OT Pay, 6.3.9 FLSA OT Pay 7. Deliverables: 7.1 The contractor will deliver the first test product 2 months after the contract has been awarded. 7.2 The contractor will deliver an accurate and operational final product 4 months after the contract is awarded. The Government anticipates the award on a firm-fixed price purchase order. No solicitiation is available. Closing date is July 20, 2007.
