- PRESOLICITATION ANNOUNCEMENT - Replace Secondary Electrical Distribution Phases II and III. The Department of Veterans Affairs Aleda A. Lutz Medical Center, 1500 Weiss, Saginaw, Michigan, 48602 is soliciting sources and anticipates awarding a contract for the construction project known as "Replace Secondary Electrical Distribution Phases II and III." The solicitation will be conducted in accordance with FAR Part 14 (SEALED BIDDING) and 36 (Construction) and will be evaluated in accordance with the procedures therein. The solicitation will be advertised on an unrestricted basis. The contractor shall furnish all labor, materials, supplies, and travel, to perform work under this project. The work will include: Provide all labor, material, and equipment to completely prepare site for electrical systems replacement, upgrade and expansion, including demolition and removal of existing system components, and furnish labor and materials and perform work for phase 2 and 3 including furnishing and installation of new air intake fan and damper and controls, new metal trough under all existing piping in room 13, new automatic transfer switches and installation of one government furnished automatic transfer switch, new 480 volt switchboard and 208v/120v normal power switchboard, new secondary distribution breaker panels LSDP, MDP, CDP, and EMDP, all necessary temporary generators, panels, switches, breakers, cabling, and other electrical paraphernalia to provide temporary continuous power during replacement of permanent electrical equipment, complete upgrade of the existing Square D Powerlogic Automatic Transfer Scheme and certain miscellaneous special tools, new natural gas fired generator enclosed in weather proof and sound attenuated enclosure and automatic transfer switch and all related work at Building No.3, furnish and install general building renovations at Boiler Plant Building No.6 and underground electrical construction and site work between Bldg. 6 , Bldg. 9 and electrical manhole No. 7 including furnishing and installation of underground electrical construction and site work between Bldg. 1 and Bldg. 19, removal of existing transformer T-5 at Bldg. 9 and transformer T-6 at Bldg. 6, new primary loop switch No. 4 at electrical manhole No.7 and rework primary cabling, removal of 45Kva transformer, cabling and conduit to existing power panels 1 and 2, 400A automatic transfer switch, 400A main service switch all at Bldg. No.6, removal of existing MDPA panel and feeder from transformer T-5 and conduits in the basement of Bldg. No.9, new service entrance main distribution panel, new transformers, new normal power main circuit breaker, new automatic transfer switches, modifications to convert existing generator to 480v/277v, modifications to motors and lighting in boiler plant to convert to 480V, new disconnect switch, new emergency main distribution panel, new power panel No.3, new emergency power main circuit breaker, and all related cabling and conduit work, new lighting, new grounding loop in Boiler Plant Bldg. No.6, new service disconnect, new transformer, new main distribution panel A with all related breakers, cabling and conduit in Warehouse Bldg. No.9, government furnished load bank isolation circuit breaker in Bldg. 19 and new feeders, new disconnect switch and new panel CB-E in room 26A in basement of Bldg. no. 1, new plumbing, rework existing piping and unit heater, install new roof mounted air intake and new wall exhaust fan and damper and related work in boiler Plant Bldg. No.6 and other associated work per project specifications and drawings. The location of the work will be at the above stated address.The period of performance shall be 210 days. Magnitude of construction is expected to be between $1,000,000 and $5,000,000. NAICS Code: 238210 - Electrical Contractors. The solicitation documents will be issued on or about Monday, July 17, 2007. At such time, information will be provided regarding the obtainment of plans and specifications. Site visit information will be provided upon issuance of solicitation. Only one site visit is planned. Bids will be due 30 days after issuance of solicitation. The Government will in no way be bound to this information if any solicitation is issued.
