- This is an Indefinite Delivery Requirements Contract for Repair Existing Family Housing Roads, Base Roads, Parking Lots and to Construct New Pavements at Andrews Air Force Base, MD. The work includes, but is not limited to: Provide general site excavation for new roads and parking lots based on new design requirements; remove 4?-6? concrete pavement and provide clean backfill; grind existing asphalt concrete surface on both sides where curb or curb and gutter exists and at intersections of the roadways receiving overlay; remove existing spalled concrete sidewalk and provide new sidewalks The applicable NAICS for this acquisition is 237310 with a small business size standard of $31 million. The proposed contract is UNRESTRICTED. The performance period consists of a twelve-month base period and four (4) twelve month option periods. Basis of award will be Performance Price Tradeoff (PPT) without technical evaluation factors. Past performance history will be evaluated on a basis significantly more important than cost/price considerations. The resultant award will be a firm fixed price construction contract. The Government reserves the right to award a contract to other than the low offeror if the offer is judged to provide the overall best value to the Government. All responsible sources may submit a proposal, which shall be considered by the agency. An offer guarantee will be required when requested by the Contracting Officer. The estimated magnitude of this project, to include the option years is between $5,000,000.00 and $10,000,000.00. All contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. CCR can be obtained by accessing www.ccr.gov or by calling 1-888-227-2423. Anticipated issue date for the solicitation is 25 Jun 2007 and can be accessed at www.fbo.gov. The government will not provide paper copies of the solicitation, blueprints, specifications or a plan holder?s list. Potential offerors are responsible for monitoring the web page for the release of the solicitation package, amendments and other pertinent information and for downloading their own copy of the solicitation package. This notice does not obligate the Government to award a contract, it does not restrict the Government in its ultimate acquisition approach, nor does it obligate the Government to pay for any proposal preparation fees.
