- The USPFO for California is requesting proposals for the project entitled Construct Field Maintenance Shop for the California Army National Guard located at the Sacramento Depot Activity, 8400 Okinawa Street, Sacramento, California, in Sacramento Cou nty. Solicitation to be issued on or about 19 June 2007. A Pre-Proposal Conference and Job Walk will be conducted at 10:00 a.m. PST, Thursday, 13 July 2007, at the Sacramento Depot Activity. The work included in this project is comprised of GENERAL CONSTRU CTION of a Field Maintenance Shop and associated sitework. The associated North America Industrial Code System (NAICS) code is 236210. This Request for Proposal is a solicitation for full and open competition, unrestricted. However, if a HUB Zone small bus iness submits an offer, all offers will be evaluated by adding a factor of 10 per cent to the price, except that of a HUB Zone small business concern and other small businesses, in accordance with FAR clause 52.219-4 (b). This Request for Proposal will res ult in a Firm-Fixed Priced Contract for construction of the specified project. Proposals are due no later than 4:00 p.m. PST, on 10 August 2007. The acquisition method is negotiated procurement. Price and non-price factors are approximately equal. Evaluati on by the government will result in selection of a firm that represents the best value to the Government. Offerors are advised that this project may be delayed, canceled or revised at any time during the solicitation, selection, evaluation, negotiation and /or final award process. Interested contractors must register as a plan holder at the National Guard Electronic Business Systems (NG EBS) website at http://www.nationalguardcontracting.org/ebs/ViewSolicitation.asp?SolicitationNumber=W912LA-07-R-5002 to rec eive notices of updates and Amendments to this solicitation. The plans and specifications will be made available on the Federal Technical Data Solutions (FedTeDS) website. Instructions for accessing FedTeDS are at: https://www.fedteds.gov/.
