Description
Provide an emergency back-up generator to the modular building 1665 which is being leased under contract W912QR-07-P-0020. For the requirements within this scope of work, provide a monthly lease price for providing back-up power to the building. Attached is the bid schedule. The contractor (Comark) under contract W912QR-07-P-0020 will make all the connections from the switch to the building. The Contractor under this scope of work shall provide all labor, materials, equipment for installation and required maintenance for the back-up generator and infrastructure external to the building except the wiring and conduit from the switch to the building. Back-up generator shall be diesel fueled, and will provide 250 KW of emergency back-up power at 120/208 Volts. Include standard controls and monitoring to include hours of operation, amp meter, volt meter, KW meter, engine temperature, and engine oil temperature. The back-up generator shall be the quiet type, enclosed in a weather proof outdoor e nclosure, and have the capacity to provide back-up power for a minimum of 8 hours without re-fueling. The building shall be switched from primary to emergency back-up power via a double throw switch or automatic transfer switch provided by the contractor under this scope of work. An Automatic Transfer Switch is not required if a double throw switch is provided and installed. Contractor shall also complete and submit any local, state or local permits that are required. Before proceeding with the insta llation, the contractor shall provide a workplan to the Government POC for approval showing proposed equipment locations, and conduit runs at a minimum. Generally acceptable location will be the area on the southwest corner of the building, and not block ing any access to the building. Any required conduit shall be buried wherever possible, and/or located in the crawlspace. The modular building is occupied 7 days per week, and 24 hours per day. Installation requiring electrical shutdown will be on non regular hours, Saturdays, or evenings. Contractor shall be on stand-by to respond to critical problems anytime, and shall b e on site to address critical problems within 1 hour of being notified. The contractor shall respond to problems and make the repairs without additional costs to the Government. In addition, the contractor shall test the emergency generators once a month starting with the initial installation to ensure it operates without problems and for the intended use. Contractor shall make all repairs to the generator and other infrastructure that the contractor installed without any additional compensatio n by the Government. Contractor shall provide all fueling for the back-up generator, and the initial installation shall include a full fuel tank. Including the fuel provided as part of the initial installation, the contractor shall provide sufficient fuel to run the generat or for emergency power for 12 hours per month. Fuel not used in any given month shall be credited for use the following month. The cost for the fueling service shall be included in the monthly lease cost. Contractor shall provide a unit cost for additi onal fuel that may be needed. During all blackout periods, the contractor shall ensure the generator does not run out of fuel up to the Governments current maximum fuel allowance. Upon completion of installation, the contractor shall provide training to select building occupants and BCE representatives on how to switch the building over to emergency back-up power.
