Description
The period of peformance has been modified. The Philadelphia District intends to issue a Request for Proposal (RFP) for two steel deck barges for the U.S. Army Corps of Engineers' Nashville District. This project entails the construction, testing and delivery of the steel deck barges. The primary mission of the deck barges is for support of the Districts maintenance and construction activities for the navigable channels and navigation locks on the Tennessee and Cumberland Rivers. The barges shall be built and classed with ABS Classification Malt ese Cross A-1, BARGE, River Service with Reinforcement B. A detailed design for the barges will be included as part of the solicitation package. There will also be two options for two additional barges, subject to the availability of funding. The acqui sition will be a negotiated, best-value procurement using the Contracting By Negotiation process prescribed in Part 15 of the Federal Acquisition Regulation. The proposals will be reviewed for completeness in satisfying the requirements of the RFP and eva luated on the merit against the following evaluation factors listed in descending order of importance: Technical factors - Construction experience with similar vessels, Management, Past Performance and Price factor - Price reasonableness. The technical f actors, as a whole, are equal to price. Initial price proposals must be submitted along with initial technical proposal to the Contracting Officer in accordance with the requirements of Section L  Proposal Requirements and Evaluation Criteria of the RF P. The Government may award a contract on the basis of initial proposals received without discussions; therefore, each proposal should contain the offerors best terms. The period of performance for Phase I is 30 days. The period of performance for Phas e II is 550 days. Solicitation Number W912BU-07-R-0022 will be issued on or about 09 July 2007 with a closing date on or about 09 August 2007 at 1315 hours. To be eligible for an award, offerors must be registered in the Central Contractor Registration D atabase. Central contractor registration information can be obtained by calling (888) 227-2423 or via the Internet at http://www.ccr.gov as required by DFARS 204.7300. All quotes are to be delivered to the Corps of Engineers, Philadelphia District, Wanam aker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, Attn: Ms. Julina Lee. Solicitation documents, plans and specifications will only be available via the Federal Technical Data Solution (FedTeDs) system webpage at https://www.fedteds.gov. Interested parties must register as a Vendor with FedTeDs before accessing the system. In order to register as a Vendor in FedTeDs, offerors must be registered in the Central Contractor Registration (CCR) system at http://www.ccr.gov. Interested parties can access the data for the solicitation through the hype rlink established in the Federal Business Opportunities (FedBizOpps) system announcement at http://www.fedbizopps.gov. The hyperlink will redirect to the solicitation-specific data in FedTeDs. Registration for updates to plans and specifications should b e made on the FedBizOpps webpage for this solicitation. The FedTeDs system does not allow for offerors to perform a search for solicitation data. All searches can be performed through the FedBizOpps system. If any information changes during the advertis ement period, contractors are responsible to make changes to their user profile on the Internet. The North American Industry Classi fication System code is 336611; SIC Code is 3731, and the small business size standard is 1,000 employees.
