Description
The Bureau of Indian Affairs, Division of Energy and Mineral Development (DEMD) intends to award a sole source acquisition, in accordance with FAR 6.302-1(A) to: Biomass Energy Resource Center, Inc. (BERC) P.O. Box 1611 Montpelier, Vermont 05601 Physical Address: 50 State Street Montpelier, Vermont 05601 BERC will perform research to assess the potential for the utilization of forest resources, originating from tribal forest management activities as fuel for producing heat in Bureau-owned and managed facilities. BERC is a non-profit organization (501(c)(3)), whose mission is to promote biomass energy products for the public good. This procurement requires the technical expertise and knowledge-base in small-scale wood heating systems. This procurement also requires expertise in biomass resource assessment and cost analyses to include the following: The ability to quantify biomass from sawmill residues, timber harvest residues, hazardous fuels mitigation work, pre-commercial thinning, and commercial thinning; experience in quantifying urban residues and agricultural residues; expertise in biomass cost determination and analysis, identifying biomass harvest equipment needs, and developing biomass supply analyses; knowledge and expertise with multiple biomass conversion technologies including gasification, combustion, pelletization, and liquid fuels production; expertise in conducting utility billing analyses including energy use audits, and cost and rate structure analyses; and, a familiarity with local, state, and regional stakeholders including electric utility companies, forest industries, and state and federal energy agency programs. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No formal solicitation shall be issued.
