Description

The Bureau of Land Management (BLM) intends to solicit and award a sole source, purchase order under the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, to Headwaters Economics, Inc. Headwaters Economics Inc., Shall update the EPs database. The EPS provides reports for all counties in the United States, integrating data from the Bureau of the Census, the Bureau of Labor Statistics, and the Bureau of Economic Analysis. The Economic Profile System-Community (EPSC) uses data from the Bureau of the Census to provide reports for all counties and census-designated places in the United States The EPS Tools have been developed by the Sonoran Institute through the support of the BLM. Sonoran Institute no longer supports the development and maintenance of EPS Tools. The Sonoran Institute employees that developed the system have now moved on to the Headwaters. Headwaters shall complete the unfinished development to satisfy BLM requirement. Any vendor interested in this requirement should submit clear and convincing evidence that they can meet the BLM requirement. This notice of intent is not a request for competitive quotes. However, the Government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
