Description

This solicitation was previously issued as DLQ070030. This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ), number DLQ070038. The Contractor shall submit for review with their quote a detailed materials list which includes at a minimum the name, quantity, size, Manufacturer, model number or applicable code and pressure rating for all of the items. The materials shall be delivered to and unloaded at the Contractor expense. The delivery address is Bureau of Land Management, Idaho Falls District Office, 1405 Hollipark Drive, Idaho Falls, Idaho 83401. The FOB Point is Destination. QUALITY ASSURANCE: Supplies must conform with one of the following appropriate standards. ANSI - American National Standards Institute ASTM - American Society for Testing and Materials AWWA - American Water Works Association NSF - National Sanitation Foundation PE PIPE AND FITTINGS PE, ASTM Pipe: ASTM D 2239, PE 3408, SIDR No. 9; with PE compound number required to give pressure rating not less than 160 psig (1100 kPa). Shall be furnished in rolls of either 300 or 500 feet. 1. Insert Fittings for PE Pipe: ASTM D 2609, or ASTM F 1974, shall be galvanized steel with serrated male insert ends matching inside of pipe as defined in the Bid Schedule. 2. Clamps: Shall be all 300 stainless steel, with either a combination hexagon and deep slotted screwdriver head or shall be of a type that can be used with a Punchlock Tool as detailed in the Bid Schedule. For 1 1/4" polyethylene pipe the clamps shall be of the size (1/2" to 2") or equal. For 1 1/2" polyethylene pipe the clamps shall be of the size (1 1/4" to 2 1/4") or equal. 3. Galvanized Pipe: Shall be Schedule 40 galvanized steel and conform to ASTM A 53. Pipe lengths and nipples shall be threaded on both ends. 4. Galvanized Fittings: Shall be Class 150 galvanized steel and conform to American National Standards Institute ANSI B 16.3. PVC PIPE AND FITTINGS 1. PVC Pipe (Schedule 40): Shall be Schedule 40 Pipe and conform to ASTM D 1785. Shall be furnished in lengths of at least 10'. 2. PVC Fittings: Shall be PVC, Schedule 40 and conform to ASTM D 2466 except for Line Item 0036 which shall be PVC, Schedule 80. 3. PVC, AWWA Pipe (Class 200): Shall be Class 200 and conform to AWWA C900. Shall be furnished in lengths of at least 10'. GATE VALVES Bronze Gate Valves: 1. Basis-of-Design Product: Subject to compliance with requirements, provided in the Bid Schedule or a comparable product by one of the following: (a) Crane Co.; Crane Valve Group; Crane Valves. (b) Crane Co.; Crane Valve Group; Jenkins Valves. (c) Crane Co.; Crane Valve Group; Stockham Div. (d) Hammond Valve. (e) Milwaukee Valve Company. (f) NIBCO INC. (g) Red-White Valve Corporation. Nonrising-Stem Gate Valves: 2. Description: Class 125, Type 1, bronze with solid wedge, threaded ends, and malleable-iron handwheel. (a) Standard: MSS SP-80. RELIEF VALVES Air-Release Valves: 1. Basis-of-Design Product: Subject to compliance with requirements, provide Hoffman Air Valve (#78) or equivalent, or equal. 2. Description: Hydromechanical device to automatically release accumulated air. (a) Standard: AWWA C512. (b) Pressure Rating: 150 psig (c) Body Material: Cast Iron or Bronze (d) Trim Material: Stainless Steel, Brass, or Bronze. (e) Inlet and Outlet Size: 3/4" NPS (f) Orifice Size: 3/32 inch (g) Design Air Capacity: .01 cfs at 50 psig, working range of 2 to 150 psig Air/Vacuum Valves: 1. Basis-of-Design Product: Subject to compliance with requirements, provide Nelson ACV200 (or equivalent) Air/Vacuum Relief Valve or equal. 2. Description: Direct-acting, float-operated, hydromechanical device with large orifice to automatically release accumulated air or to admit air during filling of piping. (a) Standard: AWWA C512. (b) Pressure Rating: 170 psig (c) Body Material: Cast Iron or Bronze (d) Trim Material: Stainless Steel, Brass, or Bronze (e) Inlet and Outlet Size: 2" NPS (f) Orifice Size: 3/32 inch (g) Design Air Capacity: .01 cfs at 50 psig, working range of 2 to 150 psig The provision at 52.212-1, Instructions to Offerors-Commercial Items is applicable. The provision at 52,212-2, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Quotes will be evaluated on past performance, and price listed in descending order of importance. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources. Offerors shall include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause 52.212-4, Contract Terms and Conditions-Commercial Items, is applicable.
