- In accordance with OMB Circular A-76 (Revised May 29, 2003), notification is made by the Department of Interior (DOI), Minerals Management Service (MMS), for a Streamlined Cost Comparison Study with MEO. The A-76 commercial activities being studied are Technical Data Support Services in MMS' Offshore Minerals Management (OMM) program in Herndon, VA; Clute, TX; Lafayette, LA; Lake Charles, LA; Houma, LA; and New Orleans, LA. There are 45 Full Time Equivalent (FTE) Government personnel currently performing these functions. The incumbent service providers are all Federal positions. Typical gas and oil industry technical data service related to petroleum, geologic, physical science technician functions include: Data input, retrieval, and analysis; maintenance of inspections databases, pipeline mapping information databases, lease databases, and report production; and loads seismic data into applications . The NAICS code for this study is 541690 -- Other Scientific and Technical Consulting Services. As required by OMB Circular A-76, MMS will compare the cost of the Government's in-house organization cost to that of private sector performance. This announcement DOES NOT constitute a request for proposal and in no way obligates the Government to award any contractual arrangement. The designated Competitive Sourcing Official (CSO) for DOI is James E. Cason, Assistant Secretary for Policy, Management and Budget within the Department of the Interior, the Agency Tender Official (ATO) is Robert P. LaBelle. The responsibility of the MMS's Competitive Sourcing Program has been delegated to Terry L. Grush. Julie A. Reynolds (OMM) is the Competitive Sourcing Study Leader for this project, and the MMS Contracting Officer and the point of contact for this competition will be Terrie L. Callahan (Terrie.Callahan@mms.gov). The projected end date for the competition is 135 days from the date of this announcement.
