Description
The US Department of the Interior, Minerals Management Service, intends to award a sole source contract for the following tasks in accordance with FAR Part 6.302-1: only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is being issued as a commercial acquisition under FAR Part 13.5 and FAR Part 12. The work includes upgrading MMS' TIMS Oracle Forms from 6i to 10g using the PITSS.con licensed software. This includes 5 day on-site conversion of MMS TIMS Oracle forms and reports and training using the conversion tool, as well as the related impact analysis tools and version control tools. The PITSS.con software is required to ensure the highest percentage of forms are converted and an impact analysis is performed. PITSS.con is the only application that offers the impact analysis tool. The impact analysis tool is required because it will significantly reduce MMS resources maintaining the converted applications. If the impact analysis tool is not used then the developer must manually go through the entire application to determine the impact a change has on the system. With the number of forms and reports that are contained in TIMS (~1200), this would be very time consuming and costly. The Ross Group is the only Oracle forms partner that provides the PITSS.con software and no other U.S. company provides it. This award period will be for six months beginning in August, 2007. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone request will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the government.
