Description
The Department of Interior (DOI), Minerals Management Service (MMS) has a requirement for "Extension of Numerical Modeling of the Gulf of Mexico." This requirement is being issued as full and open in accordance FAR Part 15 for competitive acquisitions. Please note this requirement is subject to the availability of funds. MMS will not accept unsolicited proposals related to the subject of this announcement. MMS does not intend to pay for the preparation of any information submitted in response to this announcement. In order to compete under this acquisition, interested parties must demonstrate they are capable of performing the work by providing a capabilities statement. Instructions regarding submission of capabilities statements are contained herein. Those interested parties that want to be qualified as a small business must certify their qualification under the North American Industry Classification System Code (NAICS) 541710 "Research and Development in the Physical, Engineering, and Life Sciences" in their capability statement submission. Following review and evaluation of all capabilities statements received from this announcement a list of those deemed best qualified to perform the work will be established and will be notified regarding release of information on submission of a proposal and any other logistical considerations. Based on the review of the capability statements received in response to this announcement, the MMS reserves the right to issue a Request for Proposal (RFP) to the list of those deemed best qualified. Please be advised that this announcement may constitute the only notice for this acquisition, based on the review of the responses to this announcement and in accordance with FAR 15.202. The Government anticipates an award of a Time & Materials (T&M) type contract. The period of performance for this contract shall twenty-four (24) months from the date of award. PURPOSE AND SCOPE: A study of the ocean circulation in the GOM shall be performed using an existing ocean model for the time period of January, 2000 through December, 2006. The model simulations shall use data assimilation of satellite altimetry information using an established procedure. Results from the numerical calculations shall be analyzed by comparing the results of the model runs to the observations collected by MMS field programs during the time period of the simulations. Satellite and other data from exiting MMS-funded studies of remote sensing (Exploratory Study of Deepwater Currents in the Gulf of Mexico (GM-01-02), the Survey of Deepwater Currents in the Western Gulf of Mexico (GM-03-01), and Survey of Deepwater Currents in the Northeastern Gulf of Mexico) for the same time interval shall be used to assist in the interpretation and analyses of the ocean current simulations. SOURCES SOUGHT: Interested organizations must submit a capability statement to the Contracting Officer specified for receipt. The capability statement shall not exceed 25 pages (on 8.5 X 11 size paper, single sided print in MS Word, with a font of 10 points or higher), any pages in excess of 25 will not be evaluated. The 25 page limit excludes the papers identified below. The capability statement should provide information detailing: (1) Your key personnel, scientific and technical, (those who would have the primary responsibility for performing and/or managing the project) with their qualifications, specific expertise, and experience. Particularly relevant is their expertise in the fields of physical oceanography (numerical ocean modeling, data analysis and field work experience) demonstrated by qualification and authorship in peer-reviewed publications. Information about technical personnel who will be responsible for the organization of information and the production of documents and manuscripts must be provided. A description of your organization's data management policies and information about technical personnel who will be responsible data management must be provided; (2) Your organization's experience with this type of work and a description of your facilities. Specifically we will look at your ability to timely complete projects, adhere to schedules and budgets, effectiveness of cost controls, and quality of products delivered; degree of comparability of past projects to the current project, including number, complexity, and size. Information about your subcontractors, partners, and quality of cooperation between organization, staff, key personnel, and the client must be provided; (3) Specific references (including project identifier/contract number and description, period of performance, dollar amount, client name, and current telephone number) for work of this nature that your personnel or organization is currently performing or has completed within the last three (3) years; and (4) provide three references of similar contracts performed by either your proposed Key Personnel and/or your organization for the last two years. Include a description of the project, project title, contract number, period of performance, contract amount, client identification including agency or company name, contracting and technical reviewing official, address, and telephone number. If you believe the Government will find derogatory information as a result of checking your past performance record, please provide an explanation and any remedial action taken by your company to address the problem. EVALUATION OF CAPABILITIY STATEMENT: Your capability statements will be evaluated based on the following factors which are of equal importance: (1) Past performance which includes: adherence to schedules and budgets, effectiveness of cost control, the acceptability of previous products delivered, effectiveness of program management, and the Offeror's willingness to cooperate with the customer in both routine matters and when confronted by unexpected difficulties; (2) The degree of comparability of past projects to the current project, including number, complexity, and size; (3) The experience and expertise of all scientific and technical Key Personnel. Evaluation factors include the length and quality of experience for each person assigned to perform specific tasks, their experience and expertise in the fields applicable to the performance of this study and their level of effort commitment towards this study; (4) Your Project Manager's demonstrated leadership ability and experience with managing a large team and ability to control costs and to keep project performance and document preparation on schedule. Questions will not be accepted after submission of capability statements. RESPONSES DUE DATE: Capability statements are due no later than 3:00 p.m. Eastern Time, on Thursday, July 18, 2007. Please be advised that it is the offeror's responsibility to assure the Government receives your submission on or before the specified due date.
