- The MMS is soliciting Advisory and Assistance Services /support for Phase II of the Records Management Improvement Project (RMIP). Phase II will include performing an inventory of all Minerals Revenue Management (MRM) electronic records developing and maintaining a vital records program, performing an electronic records pilot, and design and implementation of an MRM-wide Electronic Document Management System (EDMS) and Electronic Records Management System (ERMS). Phase II is a multiple year effort requiring extensive coordination with other MMS and DOI organizations. Phase I focused on paper records and was completed in April 2005. MRM performed a pilot with EMC Documentum EDMS & ERMS in 2006 with one significant business process and approximately 20 users. Software used included Webtop/Desktop, Records Manager, Content Server, Records Activator for Outlook, Documentum Administrator and Developer Studio. Formal records management requirements are established in 36CFR 1234 and DOD Standard 5015.2. Phase II will implement EMC Documentum EDMS & ERMS for approximately 550 MRM employees located as follows: Lakewood, CO-406; Houston, TX-71; Dallas, TX-23; Oklahoma City, OK-26; Tulsa, OK-11; and Washington, DC-8. Objectives include providing design and implementation services to MRM personnel that do not have sufficient experience from training and the pilot; providing MRM with sufficient documentation and knowledge to complete and maintain the production EDMS & ERMS environment; and maximize the use of configuration and minimize the use of customization. The contractor will install a development environment to support the existing pilot, perform server and network sizing and design, install the initial production environment with Lakewood and one addition city, design and implement the initial document repository, install a development environment with pilot software, implement and document one BPM workflow in the test and production environment and provide support for implementation of EDMS & ERMS. Requirements definition will be provided for EDMS & ERMS at the beginning of the performance period. Implementation completion date is September 2009. Magnitude of this project is greater than $100,000. Solicitation and related documents will be posted to FedBizOpps on or about Monday, 9 Jul 2007.
