Description
The National Park Service intends to issue a Prospectus soliciting proposals for a new ten-year concessions contract for Lodging, Food and Beverage, Retail, Marina and Other Services within Isle Royale National Park. The Prospectus explains the business opportunity and the terms and conditions under which the NPS will award the concession contract. A pre-bid site visit has been scheduled during the week of August 27, 2007 in order to allow interested parties an opportunity to see the facilities while they are open. Attendance at the site visit is not required in order to submit a proposal for the Prospectus, but attendance is encouraged. No questions specific to the Prospectus will be entertained during the site visit. However, attendees may submit any questions in writing to the National Park Service for response upon release of the Prospectus. Transportation to the island requires site visit attendees to schedule transportation on August 28 and return from the island on or after August 30. Information regarding transportation to and from the island can be found at http://www.nps.gov/isro/planyourvisit/transportation-services.htm. The National Park Service recommends that attendees make arrangements to travel to the island on Tuesday, August 28, 2007 from Houghton, Michigan on the Ranger III, as food and beverage services on the Ranger III are a required service for the next concessions contract. The National Park Service expects to issue the Prospectus prior to the beginning of the 2008 operating season, when transportation to the island and facilities will be inaccessible due to winter weather. The site visit will begin at 9 a.m. on August 29, 2007 in the Rock Harbor Auditorium and will conclude no later than 5:00 p.m. During the second day of the site visit, boats will transport site visit attendees to the Windigo area of the island to view those concession facilities. Following an overview of the business opportunity and an explanation of the bidding process, there will be an opportunity to tour some of the specific facilities. The Director, pursuant to 36 C.F.R. Part 51, has determined that the existing concessioner is not a preferred offeror for the contract. The National Park Service Concessions Management Improvement Act of 1998 brings more competition into the concessions contracting process. This will be the first competitive bidding process for this business opportunity. Facilities included as part of this business opportunity include Rock Harbor Lodge which includes four lodge units, cumulatively containing 60 lodge rooms and 10 duplex cottages (totaling 20 cottage units). The facilities were all built between the 1920s and 1960s. The business opportunity also includes dining facilities, snack bar on the island at Rock Harbor and on the Ranger III, retail outlets at Rock Harbor and Windigo, shower and laundry services, vending services, a marina with a variety of services and employee housing. Average annual gross receipts for the past three years from this operation is approximately $1.1 million dollars.
