- This is a combined synopsis/solicitation prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The following provisions and clauses apply plus any addenda: FAR 52.212-1 Instructions to Offerors - Commercial Items; 52.212-2 Evaluation - Commercial Items; 52.212-3 Offeror Representations and Certifications --Commercial Items; 52.212-4 Contract Terms and Conditions - Commercial Items; and 52.212-5 Contract terms and Conditions to Implement Statutes or Executive Orders - Commercial Items. NAICS for this requirement is 325413. The proposed procurement is unrestricted. The U.S. Naval Hospital, Okinawa, Japan intends to negotiate a sole-source standing order with Gen-Probe, Inc. for the purchase of reagents and specimen collection kits. Requirements are to be delivered monthly beginning October 1, 2007 through September 30, 2008 and include Pace Specimen Collection Kits (endocervical, P/N: 3300 and urethral or conjunctival P/N: 3275), Pace 2 Combination Assay (P/N: 3905), Detection Reagent Kit (P/N: 1791), Leader Printer Paper (P/N: 1847), Pace 2 Chlamydia Trachomatis (P/N: 1792), Pace 2 Neisseria Gonorrhoeae (P/N: 1793). The contractor shall responsible for door-to-door delivery of all shipments directly to NH Okinawa (Japan) and providing tracking information for shipments. This notice of intent is not a request for competitive quotes; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 15 calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the contractor?s capability to provide and ability to comply with the above requirements. Information can be e-mailed to the Contracting Officer. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical capability of the item offered to meet the Government requirement (including submission of descriptive literature); (2) Price; all to be submitted with quotation. Contract effective date estimated to be October 1, 2007 for a period of one year. This solicitation and contract award is subject to availability of funds. No telephone requests will be accepted. Responses received will be evaluated, however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the U.S. Naval Hospital, Okinawa, Japan will proceed with the sole source procurement with Gen-Probe, Inc. Faxed offers will be accepted. Offerors are responsible for obtaining any and all amendments or additional information. Quotes and all pertinent data (descriptive literature, specifications, etc.) must be submitted to the POC no later than July 16, 2007.
