- The Naval Surface Warfare Center, Carderock Division (NSWCCD) and the Naval Facilities Engineering Service Center (NFESC) are seeking information from potential sources that can provide commercially-viable technologies, systems, or processes for the recycling of shipboard plastic waste disks into feedstock for manufactured products or fuel in waste-to-energy conversions systems. The Plastics Waste Processor (PWP) is used by the fleet to compact shipboard plastic waste into dense sanitary disks that can be stored in odor barrier bags to prevent shipboard habitability problems. Navy ships retain the plastic waste disks onboard while at sea to comply with zero-plastic waste discharge regulations. When ships return to U.S. ports, these disks are offloaded and disposed of in landfills. Navy ships generate an estimated 1,500 tons per year of plastic waste. The goal of this initiative is to eliminate the landfill disposal of PWP plastic disks through recycling. The potential obstacle to recycling is that the plastic disks intermingle various plastic types with food and other contaminants (e.g., metal, glass, paper, cardboard, and cloth) by melting the thermoplastics around the other constituents. The proposed solution must demonstrate the ability to recycle the plastic waste disks into feedstock for manufactured products or fuel in waste-to-energy conversion systems at a cost equal to or lower than current landfill disposal fees ($40-$50 per ton). The proposed solution shall also identify who will remove the plastic disks offloaded from Navy ships. Potential offerors are requested to respond with technical documentation supporting the commercially-viable technology, system or process, including: (a) process description, (b) processing rate capability, (c) descriptions of demonstrations conducted to date, (d) current commercial, industrial, or military applications, (e) an estimate of the fee (per ton plastic waste) to process the PWP plastic di sks, (f) preliminary implementation plan (less than one page), that tr acks the Navy plastic disks from who removes the disks offloaded from Navy ships all the way to how the disks are used or consumed in the final application, and (g) quantity of systems sold or in use commercially. Technical, industry, or professional society certifications or endorsements should be provided, if available. The submittals should consist of no more than ten pages of text, including data and/or illustrations and are due by July 31, 2007. This synopsis is for information purposes and to identify potential technologies and offerors. This sources sought announcement does not constitute a request for proposal (RFP) and does not obligate the government in any way to purchase or test any of the potential solutions offered.
