- The Naval Surface Warfare Center Panama City (NSWCPC) intends to issue a sole source purchase order to Professional Systems Associates, Inc. (PSA), 1308 Florida Avenue, Panama City, FL. 32401, for the procurement of the Configuration Management Professional (CMPro) software support. This database is used for tracking fleet and sponsor material for NSWC PC and other commands. PSA is the only company with the unique expertise to provide CMPro Support in the defined time limits. As the original developer, they have the unique experience, qualifications, and established sub-vendor base available to provide the support in the defined time limits. No other local vendor could provide this support. Utilizing other software contractors would be cost prohibitive to the government and cause unnecessary delays. Based on this justification, we request a sole source award to PSA, Inc. NAICS: 541511. FSC: 7010.
