- The Space and Naval Warfare Systems Center San Diego (SSC-SD) intends to pursue and negotiate through other than full and open competition a sole source contract with E. M. Norton Enterprises, Inc., dba EMN Defense Services (EMNDS). The purpose of this proposed contract is to provide systems engineering, risk analysis, test and evaluation, financial and costing services for the JTRS Program. The contractor shall plan, organize, and direct systems engineering, integration, analysis, assessments, integrated logistics support, and pricing expertise under principals established for current versions of DOD Architecture Framework (DoDAF) procedures. Also, the contractor shall provide analysis of requirements, test plans, test articles, resource requirements, documentation, readiness, and other related developmental and experimental activities. EMNDS has been determined to be uniquely qualified to this task based on extensive experience in systems integration and engineering, risk analysis, test and evaluation, and financial management for emerging C4ISR systems and specific functional areas within the JTRS Program. The company has worked specifically in support of JTRS Product Line developmental efforts by constructing comprehensive risk mitigation plans incorporating impact analyses criteria, risk assessment tracking and risk reviews. They have developed a T&E process for specified JTRS Product Lines, provided input to the Test and Evaluation Master Plan (TEMP), defined Measures of Performance and Measures of Effectiveness criteria, and developed the Cost Analysis Requirements Description (CARD). Also, EMNDS has a Top Secret Special Access security clearance that may be required in support of this effort. This procurement will be awarded through other than full and open competition in the form of a service-disabled veteran-owned small business (SDVOSB) sole-source contract under Section 308 of the Veterans Benefits Act of 2003, Pub. L. 108-183 (15 U.S.C. 657f). The Period of Performance (POP) is for a three (3) year period estimated to begin in Aug 2007. Task orders will be issued on an indefinite delivery / indefinite quantity (ID/IQ) basis. Potential value of the contract effort is estimated at $2,999,844. This notice of intent is not a request for competitive proposals or quotes and is posted for 15 days. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
