- The U.S. Environmental Protection Agency (EPA) Office of Radiation and Indoor Air (ORIA) National Air and Radiation Environmental Laboratory (NAREL) in Montgomery, Alabama intends to issue a sole-source contract for fixed air and radiation monitoring stations with General Atomics Electronic Systems, Inc. (GAESI) of San Diego, California under the authority of Federal Acquisition Regulation (FAR) 6.302-1. EPA envisions awarding a new contract to satisfy the requirement for up to 140 of the monitoring stations which were part of the Government's original requirement for no more than 180 monitors under Contract EP-W-05-012. The aforementioned contract expired due to an administrative error in exercising option periods. It has been determined that GAESI is uniquely qualified to continue to satisfy the Government's requirement. 40 monitors have been manufactured, tested, and installed nationwide at considerable start-up and testing costs. Award to any other source would result in a substantial duplication of cost to the Government that was incurred to develop, manufacture, delivery, test, and establish the 40 monitors that is not expected to be recovered through another competition. In addition, extensive software and hardware modifications have been made to EPA information technology systems to support these monitors. Due to their unique design and operating software, only GAESI can supply these monitors to ensure the functionality and interoperability across the nationwide monitoring network. The estimated value of this fixed-price indefinite delivery/indefinite quantity (ID/IQ) contract is $9.5M with a five-year period of performance. Notwithstanding, any firm that believes it is capable of satisfying EPA's requirements may submit a written capabilities statement, which if received by the response date of this announcement, will be considered. Reponses must be submitted in writing to Jami J. Rodgers, Contracting Officer, at rodgers.jami@epa.gov by the response date. A determination not to compete the requirement based on responses to this notice is solely within the discretion of the Government.
